On behalf of the Party Central Committee, General Secretary and President To Lam signed and promulgated the Resolution of the 3rd Conference of the 14th Party Central Committee (Resolution No. 17-NQ/TW, dated July 24, 2026).
Lao Dong Newspaper respectfully introduces the full text of the Resolution of the 3rd Conference of the 14th Central Committee of the Party (Resolution No. 17-NQ/TW, dated July 24, 2026).
The third Conference of the 14th Central Executive Committee of the Party will be held from July 20 to July 24, 2026 in Hanoi Capital; after considering and discussing the submissions and reports of the Politburo:
RESOLUTION
1. Through the content of the following documents:
- Regulations on the implementation of the Party Charter.
- Regulations on what party members are not allowed to do.
- Resolution on innovating Vietnam's development model.
- Resolution on the National Security Strategy.
- Resolution on building a disciplined, safe, civilized, harmonious, and developed society.
- Resolution on viewpoints and orientations for amending the Land Law and related laws.
- Resolution on building and developing Vietnam into a strong maritime nation.
- Conclusion on continuing to improve and effectively operate the overall organizational model of the political system, the 2-level local government model.
- Conclusion on environmental protection and proactive response to climate change in the new era.
Assign the Politburo to base on the discussion opinions of the Party Central Committee and the Report on reception and explanation of the Politburo to direct the reception, completion, promulgation of documents and thoroughly grasp and organize implementation; direct the Party Committee of the Government to base on the Resolution of the Central Government to direct the Government to complete the dossier of the Draft Law on Land (amended) and related laws according to regulations, and submit it to the National Assembly for consideration and decision.
2. Discuss, give opinions and approve the Reports:
- Party building and political system work in the first 6 months of the year; directions and key tasks for the last 6 months of 2026.
- Socio-economic situation in the first 6 months of the year and directions, key tasks for the last 6 months of 2026.
- The international situation and some outstanding issues that need attention regarding national defense, security, and foreign affairs.
- Important tasks that the Politburo has resolved since the 2nd Central Conference to the 3rd Central Conference and some key tasks to the 4th Central Conference.
3. Agree with the policy of establishing Quang Ninh city and Bac Ninh city.
Assigning the Politburo to direct the Government Party Committee to base on the Central Government's policy to direct the Government to complete the Project and dossiers according to regulations, and submit them to the 16th National Assembly for consideration and decision at the first non-scheduled session.
4. Agree with the policy of transferring the functions and tasks of advising on mass mobilization work from the Central Propaganda and Mass Mobilization Commission to the Party Committee of the Fatherland Front, central mass organizations and renaming the Central Propaganda and Mass Mobilization Commission to the Central Propaganda and Mass Mobilization Commission. Assign the Politburo to consider and decide according to its authority.
5. Agree with the Politburo's plan to introduce the personnel of the Minister of Home Affairs for the 2026-2031 term. Assign the Politburo to base on the results of the Central Government's introduction, officially introduce the personnel of the Minister of Home Affairs for the 16th National Assembly to consider and approve at the first non-scheduled session.
6. Enforce discipline in the form of Dismissal from all Party positions for Comrade Bui Van Hai, former Member of the Party Central Committee, former Secretary of the Provincial Party Committee, former Secretary of the Party Delegation, former Chairman of the People's Council of Bac Giang province (now Bac Ninh province).
The Party Central Committee called on the entire Party, people, and army to continue to promote the tradition of patriotism; unite, unify, join hands and hearts; uphold the will of self-reliance, self-strengthening, innovation, strive to overcome all difficulties and challenges, and be determined to successfully implement the Resolution of the 14th National Party Congress.
