The National Election Council has information about cases where voters are allowed to participate in the election of National Assembly deputies (NA deputies) and the election of People's Council deputies (HĐND) at the provincial and commune levels.
According to the National Election Council, voters are allowed to participate in the election of National Assembly deputies and People's Council deputies at the provincial and commune levels when they fall into cases such as voters being permanent residents at commune-level administrative units;
Voters who are temporary residents at commune-level administrative units and have registered temporary residence for 12 months or more;
Vietnamese citizens abroad returning to Vietnam in the period from after the voter list has been posted to 24 hours before the voting start has completed procedures to be recorded in the voter list of permanent residence;
People who are being temporarily detained, temporarily imprisoned, people who are serving measures to be sent to compulsory education institutions, compulsory detoxification facilities if they come 24 hours before the voting start time and are released or have expired the compulsory education and compulsory detoxification time and have completed procedures to be removed from the list of voters in places with temporary detention centers, compulsory education institutions, compulsory detoxification facilities and are added to the list of voters at their permanent residence.
The National Election Council has also clearly stated the cases where only provincial-level NA deputies and People's Council deputies are allowed to participate in elections as follows.
First, voters who are temporarily residing in commune-level administrative units and have not registered for temporary residence for 12 months are only allowed to register their names on the voter list to participate in the election of National Assembly deputies and People's Council deputies at the provincial level where they are temporarily residing.
Second, voters who are soldiers in people's armed units are recorded in the voter list to elect National Assembly deputies and provincial-level People's Council deputies at temporary residence or station.
Third, Vietnamese citizens abroad returning to Vietnam in the period from after the voter list has been posted to 24 hours before the voting start, they will complete procedures to be recorded in the voter list at their temporary residence and participate in the election of National Assembly deputies and People's Council deputies at the provincial level.
Fourth, people who transfer to temporary residence in other places with commune-level administrative units where their names have been recorded in the voter list and wish to participate in elections in the new temporary residence are removed from the list of voters in the old place of residence and supplemented to the list of voters in the new temporary residence to elect National Assembly deputies and People's Council deputies at the provincial level.
Fifth, voters who go elsewhere and cannot participate in voting in the place where their names have been recorded in the voter list shall carry out procedures to be added to the voter list and participate in the election of National Assembly deputies and provincial People's Council deputies in the place where they can participate in voting.
Finally, voters who are being temporarily detained, temporarily imprisoned, or who are serving measures to be sent to compulsory education institutions or compulsory drug rehabilitation centers are only allowed to register their names on the list of voters to participate in the election of NA deputies and provincial-level People's Council deputies where they are being temporarily detained, temporarily imprisoned, or serving measures to be sent to compulsory education institutions or compulsory drug rehabilitation centers.
