The Ring Road 2.5 construction project, Dam Hong - National Highway 1A section, is invested in the form of a BT (build - transfer) contract with a length of 1.6km, a cross-section of 40m, and a total investment of over 1,300 billion VND.
The project started in 2014, was expected to be completed in 2017 but was delayed.
By 2020, the project was temporarily suspended when it had only reached about 40% of the workload. The reason was due to problems in site clearance and extension of the BT contract appendix.
After 5 years of suspension, by the end of May 2025, with the permission of the Hanoi People's Committee, Hoang Mai - Hanoi Construction Investment Co., Ltd. (the project enterprise) organized the Groundbreaking Ceremony for the 2.5 Ring Road Construction Project, Dam Hong - National Highway 1A section.


On February 10, the 2.5 Ring Road project, Dam Hong - National Highway 1A section, was technically opened to traffic, ensuring synchronous connection with the technical opening plan of the 2.5 Ring Road - Giai Phong underpass project, serving people to travel to welcome the Binh Ngo Lunar New Year.
Ms. Nguyen Thi Bich Ngoc (resident of Dinh Cong ward) said that she and many people in the area are very excited that the project has been opened to traffic after many years of waiting.
The completed road not only helps reduce traffic congestion, serve people's travel but also changes the face of the area, contributing to promoting local socio-economic development" - Ms. Ngoc said.
According to the Hanoi Traffic Construction Investment Project Management Board, the project has basically completed site clearance to date.
However, in Dinh Cong ward, there are still 2 cases of encroachment on the red line boundary that have not been cleared (located in the sidewalk construction section). Currently, the investor and project enterprise are coordinating with the Ward People's Committee to implement it.
In Phuong Liet ward, there are still 2 households (area of about 59.3m2) that have not been cleared on the sidewalk of the project.
On January 27, 2026, Phuong Liet Ward People's Committee issued Document No. 216/UBND-BQLDA to the Housing and Urban Development Investment Corporation to coordinate and sign land clearance contracts for the above 2 households.


Representatives of the project enterprise said that by March 31, 2026 at the latest, the project will complete all items (except for some sections still facing site clearance issues), ensuring synchronization and meeting the conditions for handover and commissioning according to regulations.
