On September 24, at the National Assembly House, Politburo member, Secretary of the National Assembly Party Committee, National Assembly Chairman Tran Thanh Man chaired and spoke at the closing session of the 1st National Assembly Party Congress, term 2025-2030.
In his speech at the end of the regular session, the 1st National Assembly Party Congress, term 2025-2030, Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man noted about personnel work.
In which, the National Assembly Chairman stated that it is necessary to identify cadres as the root of all work. Cadre work is the "key of the key". Choosing cadres must be a person with enough heart, enough ability, enough virtue, enough talent, enough strength, and enthusiasm for work and revolutionary career.
The National Assembly Chairman also said that our Party Congresses at all levels from the central to local levels and even the National Assembly Party Committee this time will not elect but appoint.
However, appointing cadres must also be selected and reviewed very carefully, ensuring that cadres do not have a term of office mindset, do not degrad in political ideology, ethics, and lifestyle. Choose cadres that are good, whether they are good, good, good, good. Cadres must be decisive, resolute, and determined, but must be determined to do things to have products. If you are just decisive, determined, and call out loudly but do not do it, you cannot have a product.
These are the motto that I also repeat to our National Assembly Party Committee, in the Ethnic Council, Committees, units, including the State Audit so that you can understand, said the National Assembly Chairman.
Notably, the National Assembly Chairman also added that the Politburo's orientation is to arrange Provincial Party and City Party Secretaries who are not local people to be processed and completed this week.
Previously, on April 14, 2025, General Secretary To Lam, on behalf of the Politburo, signed and issued Directive No. 45-CT/TW (Directive No. 455) of the Politburo on party congresses at all levels towards the 14th National Congress of the Party.
Regarding personnel preparation and election at the Party Committee level, the Directive clearly states the basic arrangement of Party Committee secretaries (ving Secretaries) who are also Chairmen of People's Councils at the provincial and commune levels. Each comrade in the Standing Committee of the Provincial Party Committee shall basically not hold more than 2 positions in the positions of provincial and municipal leaders: Secretary, deputy secretary, Chairman of the People's Council, Chairman of the People's Committee, Head of the National Assembly Delegation, Chairman of the Fatherland Front; in other cases, the competent authority shall consider and decide.
Basically implement the policy of arranging non-local provincial Party secretaries in conjunction with the use and harmonious arrangement of on-site staff in the planning; strive to basically complete at the commune level and encourage implementation for other positions.
