According to the program, tomorrow (August 11), the 48th session of the National Assembly Standing Committee will officially open. The session will take place over 3 days (August 11-13; backup date of August 14-15).
Politburo member and National Assembly Chairman Tran Thanh Man delivered the opening speech and, together with the Vice Chairmen of the National Assembly, took turns managing the meeting contents.
At this session, the National Assembly Standing Committee will review the National Assembly's report on the National Assembly's petition work in July 2025; review the report of the Supervisory Delegation on the topic "Implementation of policies and laws on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources".
Regarding the work of law making, the National Assembly Standing Committee will give opinions on the explanation, acceptance, and revision of the draft Law on Emergency Situations; give opinions on the explanation, acceptance, and revision of 4 drafts.
That is, the Law on Transfer of Persons serving prison sentences, the Law on Civil Judicial Assistance, the Law on Criminal Judicial Assistance; giving opinions on the explanation, acceptance, and revision of the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils.
In addition, the meeting also gave opinions on draft Laws on the implementation of temporary detention, temporary imprisonment and ban on leaving the place of residence; Law on the implementation of criminal judgments (amended); Law on the implementation of civil judgments (amended); Law on Drug Prevention and Control (amended).
The National Assembly Standing Committee will also give opinions on draft Laws amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended).
The meeting will also give opinions on specific mechanisms and policies for investment in the construction of Gia Binh International Airport; draft Resolution of the National Assembly on the use of local budgets to support costs for Samsung Group's projects invested in Vietnam.
In addition, the National Assembly Standing Committee will consider and approve the draft Resolution of the National Assembly Standing Committee stipulating the list of tasks, activities and spending rates for each task and activity for the content of the review, through legal documents and reviewing, approving and deciding on joining international treaties and international organizations;
The Resolution of the National Assembly Standing Committee stipulates the implementation of democracy within the agencies of the National Assembly and the agencies of the People's Council; Resolution of the National Assembly Standing Committee on the number of State Audit units in the regions under the State Audit.
