On behalf of the Politburo, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu signed and issued Decision No. 486-QD/TW dated September 15, 2026 on the functions, tasks, and organizational structure of the Central Party Office.
According to Decision No. 486-QD/TW, the Central Party Office is a strategic, key, and confidential advisory body, assisting the Central Party Committee, directly the Politburo and the Secretariat in organizing and operating the Party's leadership work; is a central information and data center of the Party; is a focal point for advising and coordinating the activities of the Central Party and agencies and Party organizations directly under the Central Government; advising and managing the Party's finances and assets; preserving and promoting the revolutionary historical heritage of the Party; ensuring conditions to serve the activities of the Central Party.
According to the decision, to perform its functions and tasks, the Central Party Office has the right to:
Request relevant Party committees, agencies, organizations, and individuals to work, report, and provide information and documents related to the implementation of tasks of the Party Central Committee Office; attend meetings of provincial and city Party committees, Party committees directly under the Central Government, Party committees, and Party non-business units at the Central level, central ministries and branches.
The Party Central Committee Office is prioritized for mobilizing, rotating, and assigning cadres from central and local agencies to work at the Party Central Committee Office and from the Party Central Committee Office to work at central and local agencies. Central and local agencies are responsible for prioritizing the arrangement, mobilization, rotation, assignment, and receipt of cadre assignments at the request of the Party Central Committee Office.
Leaders of the Party Central Committee Office include the Chief of Office and Deputy Chiefs of Office. The Chief of the Party Central Committee Office is the head of the agency; assisting the Chief of Office are Deputy Chiefs of Office.
The organizational structure of the Party Central Committee Office includes 9 department and bureau-level units: General Staff Department; Secretariat - Secretary Department; Local Department I (in Hanoi); Local Department II (in Ho Chi Minh City); Organization - Administration Department; Finance Department; Administration Department; Archives Department; Digital Transformation - Cipher Department.
The non-business unit is the Vietnam Communist Party Museum; and 1 directly affiliated enterprise.
The Party Central Committee Office's payroll is determined based on functions, tasks, organizational structure and job position projects; implementing resolutions and conclusions of the Party Central Committee and the Politburo on streamlining payroll and restructuring the contingent of cadres, civil servants, and public employees. The Party Central Committee Office is allowed to use expert regimes, assigned cadres, and collaborator regimes to serve the work.
The decision also stipulates transitional clauses for the Vietnam Communist Party Museum and the arrangement of affiliated companies.
