Identifying personnel work as important work

Speaking at the conference, Politburo Member, National Assembly Chairman Tran Thanh Man affirmed that the Standing Committee of the National Assembly Party Committee determined that personnel work is an important task, a "key of keys" in Party building work.
Over the past time, the Party Committee and the Standing Committee of the National Assembly Party Committee have focused on leading and directing relatively synchronously the organizational and personnel work, associated with the requirement to improve the quality, effectiveness, and efficiency of the activities of the National Assembly and its agencies.

The National Assembly Chairwoman especially emphasized the spirit of responsibility of the contingent of cadres, civil servants, party members, and workers throughout the bloc in the face of a very large workload, many new, difficult, urgent, and unprecedented tasks.
Citing the great legislative pressure in the past time, National Assembly Chairman Tran Thanh Man said that in the two years 2024 - 2025 alone, the National Assembly passed 127 laws and many important resolutions.
In particular, it is necessary to regularly emphasize the requirements of preventing and combating corruption, negativity and group interests in law-making work.
However, with the spirit of "seriousness, receptiveness, self-examination, self-correction", the National Assembly Chairwoman frankly acknowledged that the National Assembly Party Committee still has some limitations and needs to continue to overcome them.
National Assembly officials must have constructive development thinking
On behalf of the Inspection and Supervision Delegation, General Secretary and President To Lam highly appreciated the serious preparation and responsibility coordination of the Standing Committee of the National Assembly Party Committee, advisory and assisting agencies and affiliated party organizations in the process of serving the activities of the Inspection Delegation.
General Secretary and President To Lam emphasized that cadre work is the key stage of Party building work.
Strict regulations and procedures are necessary, but the important thing is to detect, select, and arrange the right people, the right cadres with sufficient qualities, capacity and conditions to successfully complete tasks.
Therefore, inspection must not only consider the compliance with regulations but also assess the actual changes in the quality of the staff after organizing the new model.
For the National Assembly Party Committee, that requirement is even more direct and very important. National Assembly officials participate in institutionalizing the Party's guidelines, deciding on important issues of the country, implementing supreme supervision and representing the will and aspirations of the people" - General Secretary and President To Lam pointed out.
According to General Secretary and President To Lam, the results of personnel work cannot only be assessed by the number of documents issued and completed procedures, but must be verified by changes in the activities of the National Assembly, the quality of institutions, and the effectiveness of serving the people.
Besides the achieved results, General Secretary and President To Lam also pointed out some limitations in personnel work. In which, the preparation of personnel sources in some fields is still not proactive.
According to the General Secretary and President, the quality of a law, a policy or a supervision depends primarily on the bravery, intelligence, integrity and sense of responsibility of those who research, advise, appraise and decide.
Therefore, National Assembly officials must not only be politically steadfast, maintain qualities, discipline and impartiality, but also be professionally knowledgeable, legally solid, and understand the reality of management, production, business and people's lives.
Officials in each position must be competent to solve work under their authority, coordinate with relevant agencies and be responsible to the end for the quality of their products.

General Secretary and President noted that high requirements for officials must go hand in hand with mechanisms: clear assignment of tasks, correct evaluation, fair use, appropriate remuneration and strict control of power.
It is necessary to create an environment for people with capacity to be challenged, people with products to be recognized, and people who dare to innovate correctly to be protected.
At the same time, promptly screen officials who are stagnant, evasive, shirking responsibility or letting work drag on for unknown reasons, unclear responsibilities.
Building a contingent of National Assembly officials is essentially building the country's institutional capacity and consolidating the people's trust in the highest authority" - General Secretary and President To Lam emphasized.
From the results of inspection and supervision, General Secretary and President To Lam requested the Standing Committee of the National Assembly Party Committee to focus on leading and directing 6 tasks and solutions.
In which, the arrangement of cadres must originate from work requirements; planning must be "dynamic" and "open", not closed within each unit.
Identifying innovation in cadre evaluation as a breakthrough stage. Evaluation must be based on responsibilities, tasks, products, quality and level of contribution; evaluation results must be truly used in the arrangement, training, promotion and screening of cadres.
Continue to review policies on recruitment, use, evaluation, remuneration, screening of cadres, civil servants, public employees and mechanisms to attract talents. People with capacity and good products must be valued.
