The job position system will be an important premise for implementing salary reform according to Resolution 27-NQ/TW.

The Law on Cadres and Civil Servants in 2025 clearly defines that the management of civil servants must be linked to job positions. Each agency must build a specific job position list, each job position is clearly defined with task requirements, standards, capacity and number of positions arranged as a basis for recruiting, using and evaluating civil servants.

This creates a foundation for gradually moving towards paying salaries according to job positions, avoiding the phenomenon of egalitarianism. Therefore, salary reform according to job positions is one of the key tasks in the 2026-2030 period, associated with streamlining the apparatus.

Implementing this content, the Government requests that no later than July 1, 2027, ministries, branches, central agencies, and localities must complete the arrangement for job positions and rank corresponding to job positions for civil servants recruited before July 1, 2025 under their management.

After being arranged for a job position and ranked accordingly, in case the agency using it has an actual quantity exceeding the ratio specified in Decree No. 361/2025/ND-CP, the competent authority shall carry out the arrangement and placement to ensure that after July 1, 2027, the ratio is implemented correctly according to regulations.

This is an important basis for paying salaries and innovating the work of recruiting, evaluating, planning, training, and fostering civil servants according to job positions. At the same time, there should be a competitive mechanism to improve the quality of cadres, civil servants, public employees and move towards abolishing the "lifelong" staff regime.

On April 27, information from the Ministry of Home Affairs said that this agency has just sent an official letter to ministries, branches and localities requesting urgent completion of the database on organizational structure. The focus of this review is the data on civil servant payroll and job positions.

Accordingly, the job position system will be an important premise for implementing salary reform according to Resolution 27-NQ/TW.

In the immediate future, ministries, branches, and localities should comprehensively assess the arrangement and use of the contingent of cadres, civil servants, and public employees after merging public service units, arranging administrative units at all levels, especially the effectiveness of using the contingent of cadres, civil servants, and public employees at the commune level after arrangement.

The focus is on assessing the level of suitability between job positions and the qualifications and capacity of cadres, civil servants, public employees, difficulties, obstacles and solutions to improve the efficiency of using this team in the process of operating the local government at 2 levels.

Assess the level of effectiveness and efficiency of the organizational structure and team of cadres, civil servants, and public employees in performing management functions, creating development and serving the people, especially in providing public services.

According to Mr. Nguyen Khac Duc - Chief of Office of the People's Council - People's Committee of Tien Phong Ward (Bac Ninh), officials and civil servants have high expectations for salary policies associated with job positions, thereby creating motivation to work. This also helps maximize the qualities of civil servants in public service activities.

Many civil servants currently receive salaries according to the formula (base salary x coefficient) + allowances. This calculation method has been applied for many years but also has limitations when it does not accurately reflect the complexity of work, capacity and effectiveness of task performance.

In that context, salary reform according to job positions is being accelerated with the goal of creating new momentum for the public sector.

In the draft Decree of the Government stipulating the base salary and bonus regime for cadres, civil servants, public employees and armed forces, the Ministry of Home Affairs proposes to adjust the base salary to 2,530,000 VND/month from July 1, 2026.
