The Government requests to review and approve job positions, the proportion of civil servants and public employees according to the functions and tasks of each agency, unit, and organization.

In the task of deploying the action program to implement Conclusion No. 210-KL/TW of the 13th Party Central Committee on continuing to build and improve the organizational structure of the political system in the coming time, the Government requests to effectively implement the management of cadres, civil servants, and public employees.

The Government requests ministries, ministerial-level agencies, and People's Committees of provinces and centrally-run cities to review and approve job positions, the proportion of civil servants and public employees arranged according to job positions in accordance with the functions and tasks of each agency, unit, organization and the Government's regulations, as a basis for determining the overall payroll for the period 2026-2031.

The completion deadline is in 2026 after the Government issues a Decree regulating civil servant positions; civil servant positions.

In Decree 361/2025, the Government has detailed the proportion of civil servants according to job positions in ministries, provinces, and communes.

Regarding the list of job positions, it is determined that there are 89 leadership and management positions in administrative agencies and organizations at the ministerial and provincial levels; 690 professional and specialized civil servant positions in administrative agencies and organizations at the ministerial and provincial levels.

22 supporting and serving civil servant positions in administrative agencies and organizations at the ministry and provincial level. 28 civil servant positions in the Office of the National Assembly Delegation and the Provincial People's Council; 44 civil servant positions in administrative agencies and organizations at the commune level.

Regarding the ratio, at the ministry, the proportion of senior experts at departments and equivalents performing in-depth advisory functions on state management for each field does not exceed 40% of the staff; at departments and equivalents performing general advisory or advisory on internal governance work does not exceed 30%.

For type 1 departments, not exceeding 25% and type 2 departments, not exceeding 35%. For ministry offices, not exceeding 20%.

Regarding the proportion of principal and equivalent specialist civil servants in departments and equivalents, performing the function of in-depth advising on state management for each field, it does not exceed 40% of the staff; in departments and equivalents, performing general advising or advising on internal governance work does not exceed 50%.

For type 1 departments, not exceeding 40% and type 2 departments, not exceeding 50%. For ministry offices, not exceeding 50%.

At the provincial and commune levels, heads of specialized agencies under the Provincial People's Committee are ranked as senior specialists.

For deputy heads, the decree stipulates that the proportion of arrangement into the rank of senior specialists does not exceed 50% of the total number of deputy heads of all specialized agencies under the province.

For specialized agencies under the province, it is considered to be classified as principal specialists, with a ratio not exceeding 50% of the total civil servant payroll of each agency.

For specialized agencies under communes, the decree stipulates that the leadership and management position is the head who is ranked as the main specialist and equivalent with a ratio of 100%.

In some localities, although staff have been temporarily assigned, there is a shortage.

In Lam Dong, in 2026, the total number of commune-level civil servants temporarily assigned is 6,233 people, but so far the whole province has only 5,243 people, lacking 990 commune-level civil servants.

The areas lacking personnel are concentrated in specialist blocks on management of information technology application and digital transformation, transportation, industry and trade, food safety for agricultural and forestry products, environment, water resources...

In Ninh Binh province, there is currently a shortage of 2,772 education officials compared to the assigned staffing target for the 2025-2026 school year.
