Within the framework of the State visit to Australia, on the morning of August 10 (local time), General Secretary and President To Lam attended and spoke at the Vietnam - Australia Science and Technology, Innovation, Investment, Education and Training and Human Resource Development Forum.
Speaking at the forum, General Secretary and President To Lam expressed his desire to share the vision of a new type of partnership that is stronger, deeper and at a more strategic level between Vietnam and Australia in the fields of science, technology, innovation and human resource development.
The two countries need to shift from cooperation to joint creation, from technology transfer to joint research and joint development, from connection between individual organizations to linking two innovation ecosystems, building a regional-level innovation ecosystem where businesses, universities, research institutes and investment funds connect, jointly create and jointly develop.
General Secretary and President To Lam requested the two countries to build and implement a strategy of connecting science, technology and innovation with a long-term vision, considering this as a new pillar of the Vietnam - Australia Comprehensive Strategic Partnership.
The two countries expand joint research programs, strengthen the connection of research centers, universities, businesses and innovation investment funds; form joint research cooperation networks in priority areas such as AI, semiconductors, digital technology, biotechnology, quantum technology, clean energy, strategic minerals and marine economy.
Vietnam - Australia promote two-way investment in high-tech industries, form research and development (R&D) centers, joint laboratories, business incubation programs and innovative projects with commercialization potential; promote the formation of financial support mechanisms for joint research, sharing research risks, towards joint development and joint investment.
Vietnam encourages high-quality investment from Australia into the Vietnamese market; develop green financial products, digital infrastructure, data centers, innovation centers... and strengthen technical support, share experiences in developing international financial centers in Vietnam.
The two countries expand cooperation in training high-quality human resources, especially engineers, scientists, technology experts and innovative managers; strongly encourage student, research student and expert exchanges between the two countries; closely link training, research and business needs; promote the formation of bilateral mechanisms and annual forums for policy dialogue, experience sharing and cooperation creation, connecting "3 houses" (state, school, business).
The General Secretary and President believes that with the determination of the governments of the two countries, the companionship of the business community, universities, research institutes and scientists, the two sides will create new breakthroughs, contributing to making Vietnam-Australia relations a model of cooperation in science, technology, innovation and human resource development in the region and in the world.
