1. Mr. Pham Minh Chinh, Prime Minister of the Socialist Republic of Vietnam and Mr. Luiz Inacio Lula da Silva, President of the Federative Republic of Brazil, met in Rio de Janeiro on November 17, 2024, on the sidelines of the G20 Summit.
2. President Luiz Inacio Lula da Silva expressed his pleasure to welcome Prime Minister Pham Minh Chinh in Rio de Janeiro, after the official visit of the Vietnamese leader to Brazil from September 23 to 25, 2023 - the first visit of a Vietnamese Prime Minister to Brazil. The two leaders recalled the Joint Communique issued on this occasion, considering it a fundamental document for future bilateral cooperation.
3. The two leaders congratulated the 35th anniversary of diplomatic relations between the two countries, expressed their joy at the progress made over the years, especially since the establishment of the Comprehensive Partnership in 2007; and reaffirmed the commitment of both sides to further promote the development of relations on the basis of friendship and mutual respect.
4. The two leaders reviewed recent important delegation exchanges, including the visit of Foreign Minister Mauro Vieira on April 10, 2024, and the delegation led by Politburo member and Head of the Central Propaganda Department of the Communist Party of Vietnam Nguyen Trong Nghia to Brazil from August 26 to 29, 2024; agreed to continue to strengthen high-level official contacts through all channels, as well as expand local cooperation and people-to-people exchanges.
5. The two leaders welcomed the steady growth of bilateral economic exchanges and agreed to further promote trade and investment relations. The two sides committed to striving to increase bilateral trade turnover to US$10 billion by 2025 and US$15 billion by 2030.
6. The two leaders welcomed the coordination between Brazil and Vietnam at multilateral forums and agreed to strengthen coordination, mutual support and assistance, affirming their common commitments to peace and sustainable development.
7. The two leaders congratulated the establishment of the Global Alliance to End Hunger. President Luiz Inacio Lula da Silva welcomed Viet Nam as a founding member of the Global Alliance; the two leaders committed to working together to eradicate hunger by the end of the decade, in line with the 2030 Agenda.
8. The two leaders expressed their support for the reform of global governance, including the expansion of the number of permanent and non-permanent members of the United Nations Security Council. President Luiz Inacio Lula da Silva expressed his gratitude to Prime Minister Pham Minh Chinh for Vietnam's support for Brazil's aspiration to become a permanent member of the Security Council in the event of reform of the body.
9. The two leaders reaffirmed their respective countries' respect for international law, in particular the Charter of the United Nations, and their support for the settlement of disputes in international relations on the basis of international law, including compliance with and implementation in good faith of the provisions of international law on the seas and oceans, in particular the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982). Brazil welcomed the UNCLOS Friends' Initiative initiated by Vietnam and a number of important countries.
10. Recognizing that climate change is a major challenge for humanity, the two leaders committed to continuing cooperation within the framework of the United Nations Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol and the Paris Agreement. Prime Minister Pham Minh Chinh welcomed Brazil's decision to host COP-30 in Belem in 2025 and pledged to support the Conference's success.
11. Recognizing the urgency of a just energy transition that meets the needs of developing countries, the two leaders highlighted the important role of biofuels in decarbonizing the transport sector. They agreed to continue dialogue on bioenergy and renewable energy and other initiatives to reduce inequalities within and between countries.
12. The two leaders stressed the importance of ASEAN-Brazil relations and expressed their support for further strengthening of the ASEAN-Brazil Sectoral Dialogue Partnership in a substantive, effective and mutually beneficial manner. Brazil supports ASEAN’s central role in the region and reaffirms its commitment to cooperate with ASEAN in the areas of sustainable development, energy, climate change response, disaster management, science, technology and innovation, agriculture, food security and nutrition, among others.
13. Prime Minister Pham Minh Chinh reiterated Vietnam's proposal to initiate negotiations on a Free Trade Agreement with the Southern Common Market (MERCOSUR). President Luiz Inacio Lula da Silva agreed to continue discussions with other MERCOSUR members on this issue.
14. Prime Minister Pham Minh Chinh congratulated President Lula on Brazil's leadership role in raising the voice of the Southern Hemisphere within the framework of the G20. Prime Minister Pham Minh Chinh conveyed the invitation of the Vietnamese high-ranking leaders and expressed his wish to welcome President Luiz Inacio Lula da Silva on an official visit to Vietnam in 2025. President Lula expressed his delight at the invitation and affirmed his wish to visit Vietnam soon.
15. Based on the common achievements and the recognition of the common interests of a strategic vision for Brazil-Vietnam relations, the two sides agreed to upgrade the bilateral relationship to a Strategic Partnership. The two leaders instructed their two Foreign Ministers to negotiate the contents of the Strategic Partnership to complete it as soon as possible.
