Vietnam transforms, rises to leadership position

In October 2025, Vietnam hosted the Opening Ceremony and High-Level Conference of the United Nations Convention against Cybercrime (Hanoi Convention) in Hanoi, leaving a deep impression, raising the stature of multilateral diplomacy to a new stage of development.

Outstanding contributions bearing the "Vietnamese brand

With the Hanoi Convention, for the first time a location of Vietnam is recorded and associated with a global multilateral treaty related to a field of great international concern.

This choice reflects Vietnam's increasingly high international position and prestige in actively promoting multilateralism, participating in leading the process of building and shaping global digital governance frameworks, ensuring network security and national sovereignty in cyberspace.

Politburo member, President Luong Cuong affirmed that for Vietnam, the signing ceremony of the United Nations Convention against Cybercrime is not only an honor but also a responsibility to the international community.

We are proud that Hanoi - the Capital of a country rising from the ashes of war, has been chosen as the starting point for building a peaceful, cooperative and reliable cyberspace. Vietnam's hosting of the signing ceremony and being the first country to sign the Hanoi Convention is proof of our strong commitment to the rule of law, fully implementing international obligations and contributing to consolidating global legal order in cyberspace" - President Luong Cuong emphasized.

Meanwhile, UN Secretary-General Antonio Guterres thanked and congratulated Vietnam on successfully hosting the opening ceremony of the Hanoi Convention, considering this as the latest proof of Vietnam's outstanding role and contribution to multilateral forums, along with contributions and initiatives that have become "brands" such as in the fields of peacekeeping, promoting sustainable development, responding to climate change and South-South cooperation.

According to Secretary-General Antonio Guterres, Hanoi - a city that embodies the spirit of the digital age: Innovation, potential and connection - is an ideal place for the convention signing ceremony and this choice is also a recognition of Vietnam's positive contribution in the field of global cybersecurity. “I would like to thank Vietnam for hosting this signing ceremony, and for its excellent leadership role in bringing us together” - Secretary-General Antonio Guterres shared at the opening ceremony of the signing ceremony on October 25, 2025.

Strong message from Hanoi

With the theme "Fighting cybercrime, sharing responsibility, towards the future", the Opening Ceremony and Hanoi Summit of the Hanoi Convention are considered the largest United Nations conference on cybersecurity to date. This global event not only marks a milestone in the history of international cooperation on cybersecurity, but also affirms Vietnam's role, prestige and responsibility to the international community.

The event welcomed more than 2,500 delegates from 119 countries and territories, including 110 official national delegations, along with representatives of 150 multilateral organizations, social organizations, scholars and leading technology corporations in the world.

The most important highlight of the event is that 72 countries officially signed to participate in the Hanoi Convention right in the opening ceremony of signing. This number is statistically one of the largest international treaty events in the last 10 years. The signing of 72 countries, including 64 countries signing right in the Signing Session in the Main Hall, is a record number, showing the rare level of participation and support for a very new international document. This response is global in scope, with the participation of 19 Asia-Pacific countries, 21 African countries, 19 countries and the European Union (EU) and 12 Latin American countries.

The recognition of international friends

Vietnam's hosting of the Opening Ceremony and being the first country to sign the Hanoi Convention has shown its role as a proactive, responsible, brave and well-intentioned nation. The event has received high appreciation for its methodical, professional, respectful, thoughtful organization, showing Vietnam's hospitality.

Many delegates expressed their appreciation for Vietnam's proactiveness and sense of responsibility in promoting global cybersecurity. When saying that Vietnam is a "worthy" choice and "there can be no better place than Hanoi" to organize the opening ceremony of the Hanoi Convention, South African Minister of Justice Mmamiloko Kubayi emphasized that this event was very successful with many ministerial-level delegations attending. This shows the commitment of countries to the Convention, but more importantly, it is in line with the respect that countries have for Vietnam. "Hanoi is a peaceful and beautiful city, and we will know about this convention and call it the Hanoi Convention" - she said.

Minister of Internal Affairs of Belarus Ivan Vladimirovich Kubrakov affirmed: Vietnam being chosen as the venue for the Hanoi Convention signing ceremony is proof of Vietnam's important role in global efforts in the fight against cybercrime. This event is a new opportunity for Vietnam to express its voice on the global forum.

British Ambassador to Vietnam Iain Frew said: "The Hanoi Convention is also proof of Vietnam's efforts to actively participate in global activities against cybercrime". According to the Ambassador, the gathering of many countries in Hanoi to participate in the opening ceremony of the United Nations Convention against Cybercrime is "really a historic moment".

At the event held in mid-November 2025 in New York, USA, celebrating the successful Opening Ceremony of the Hanoi Convention against Cybercrime and the round table discussion on promoting the Convention to take effect soon and effectively implement in the coming time, Ambassador Do Hung Viet - Head of the Permanent Mission of Vietnam to the United Nations - affirmed that the Opening Ceremony and the Hanoi Convention Summit were successful in all aspects. Ambassadors, Heads of Delegations of countries and experts on cybercrime and law from different regions all highly appreciated Vietnam's leadership and leadership role through the initiative to host the Opening Ceremony and the Hanoi Summit on Cybercrime in Hanoi, affirming that the actual contributions in the past time have strongly reflected Vietnam's commitment to multilateralism and global efforts to respond to cybercrime challenges.
