The Government newspaper reported that at noon on June 25, in Tianjin, China, within the framework of attending the 16th World Economic Forum Pioneers' Annual Conference (WEF 16 Tianjin), Politburo member and Prime Minister Pham Minh Chinh attended the policy dialogue session "New era of Vietnam: From vision to action".

Responding to the question about Vietnam's behavior in the context of fierce strategic competition for major countries, to balance relations between countries, Prime Minister Pham Minh Chinh said that Vietnam's economy is very open, with a GDP of nearly 500 billion USD, but the total import-export turnover in 2024 is about 800 billion USD, so a small external impact also has a big impact. Of which, China and the US account for nearly 50% of Vietnam's total import-export turnover.
Therefore, Vietnam must have a smart and balanced path, especially in the face of current geopolitical competition. The Prime Minister stated that Vietnam must be balanced but based on the following principles: Establishing a foreign policy of independence, self-reliance, multilateralization and diversification; being a friend, a trusted partner, an active and responsible member of the international community; implementing the "4 no" defense policy (not participating in military alliances; not allying with one country to fight against another; not allowing foreign countries to set up military bases or use Vietnamese territory to fight against another country; not using force or threatening to use force in international relations).
Vietnam is also diversifying markets, diversifying products, diversifying supply chains, diversifying production chains to "can have conditions to turn rooms when the wind is up".
The Prime Minister said that Vietnam is currently doing a good job of maintaining a balanced position in relations between different partners, but is not subjective but always stays calm, persistent, steadfast, not confused, scared, or panicked.
The Prime Minister also said that between dialogue and confrontation, Vietnam chooses dialogue. Vietnam is ready for dialogue and cooperation to handle differences and disagreements, ensure harmony of interests and properly resolve concerns of partners, countries, and the international community. At the same time, fight and cooperate, "What can be cooperated, we must exploit it all, what needs to be fought, we must fight to the end, without sacrificing our core interests".
For example, the US has had a war and then sanctions Vietnam, but Vietnam is ready to put the past behind, respect differences, exploit the common point, limit disagreements to move towards the future, so the two countries have become comprehensive strategic partners from former friends.
The Prime Minister emphasized that Vietnam is always in a balanced position with confidence and courage, with the spirit of "turning unsuccessful into something easy, turning difficult into easy, turning impossible into possible", the more pressure is, the more effort is.
