On June 24 in Tianjin, China, Politburo member and Prime Minister Pham Minh Chinh held talks with Chinese Premier Li Qiang.
Prime Minister Li Qiang welcomed and highly appreciated Prime Minister Pham Minh Chinh for his third consecutive participation in the WEF Conference held in China, demonstrating Vietnam's high respect and top priority for China and the Vietnam-China relationship.
Prime Minister Pham Minh Chinh suggested that the two sides further promote the pillar role of security and defense cooperation in the overall bilateral relationship; improve the quality and effectiveness of substantive cooperation in various fields, maintain regular activities of the Intergovernmental Working Groups on on on-site infrastructure, currency and cooperation at sea and the Cooperation Committees on economy - trade, science - technology; study and establish new Working Groups in the fields of education, training, finance, culture, and people-to-people exchange.
The Prime Minister suggested that the two sides synchronously deploy 3 standard gauge railway lines connecting Vietnam - China, in which priority is given to promoting the groundbreaking of the Lao Cai - Hanoi - Hai Phong route in December 2025; hoping for China's support in preferential loans, technology transfer, human resource training and cooperation with Vietnam to build a synchronous and modern railway industry.
The Prime Minister suggested that China expand imports of Vietnam's agricultural products, strengthen cooperation in electricity linkages, accelerate the construction of smart border gates and study a pilot model for building a cross-border Economic Cooperation Area.
The Prime Minister also suggested that the two sides cooperate in investing in the construction of major projects symbolic of the bilateral relationship, further deepening cooperation in science - technology, innovation, healthcare, culture, sports, tourism, aviation; enhancing local cooperation, people-to-people exchanges, especially between the younger generations of the two countries; supporting each other in multilateral frameworks.
Agreeing with the cooperation proposals of Prime Minister Pham Minh Chinh, Prime Minister Li Cuong hoped that the two countries would organize well the 17th Session of the China-Vietnam Bilateral Cooperation Steering Committee and the strategic dialogue mechanism between the three ministries of Foreign Affairs, Public Security, and National Defense, promoting comprehensive cooperation between the two countries in the direction of "6 more".
Prime Minister Li Qiang affirmed that China is ready to accelerate strategic development connections with Vietnam, expressing his appreciation for Vietnam's desire to soon start construction of standard gauge railway lines connecting the two countries. Accordingly, Prime Minister Li Qiang suggested that the two sides soon organize the first meeting of the Joint Committee on Railway Cooperation, speed up feasibility study, apply the best plan to implement construction on the basis of ensuring science, safety and standards.
Prime Minister Li Qiang affirmed that China is ready to expand the import of many high-quality products and goods from Vietnam, encourage businesses with the capacity to invest in Vietnam in the fields of AI, digital economy, green economy, new generation 5G, satellite application; is ready to enhance people-to-people exchanges, accelerate civil aid projects, and directly benefit people at the grassroots level.
At the talks, Prime Minister Li Qiang expressed his welcome to Vietnam's decision to become a BRICS partner.
