On the occasion of the 12th National Congress of the Lao People's Revolutionary Party, on behalf of the Communist Party of Vietnam, all members of the Party and the People of Vietnam, the Central Executive Committee of the Communist Party of Vietnam respectfully sends to the Congress, all members of the Party and the Lao People brotherly feelings of close comradeship, the warmest and most sincere congratulations.
We warmly congratulate the great, comprehensive and historically significant achievements that the Brotherly Party, State and People of Laos have achieved after 50 years of establishing the Lao People's Democratic Republic, especially through 40 years of implementing the comprehensive renovation policy, 5 years of implementing the Resolution of the 11th Congress and the 5th 5-year socio-economic development plan, under the wise leadership of the Lao People's Revolutionary Party, the prestige and position of the Lao People's Democratic Republic are increasingly enhanced in the international arena.
Those achievements continue to affirm the correct and creative guidelines of the Lao People's Revolutionary Party, showing resilient and steadfast revolutionary bravery in the face of all difficulties and challenges, constantly striving for the goal of national independence, building a rich and strong country, bringing happiness to the People, and at the same time making positive contributions to the cause of peace, national independence, democracy and social progress in the world.
The 12th National Congress of the Lao People's Revolutionary Party is a major political event of the Party, State and People of Laos, marking a new stage of development of the Lao revolution with important strategic orientations, comprehensively and synchronously promoting the renovation, strengthening the great national unity bloc, ensuring political and social stability, strongly promoting socio-economic development, improving the material and spiritual life of the People, steadily advancing on the path of socialism.
As a friend, a close comrade and brother who shares the same revolutionary ideals, the Party, State and People of Vietnam always stand side by side with the Party, State and People of Laos in all historical periods.
We firmly believe that, under the wise leadership of the Lao People's Revolutionary Party, the fraternal Lao People will continue to achieve many new and greater achievements, successfully implement the Resolution of the 12th National Congress; successfully build a peaceful, independent, democratic, unified and increasingly prosperous Laos.
Dear comrades,
The special solidarity relationship between Vietnam and Laos is a sacred and invaluable heritage built and preserved by President Ho Chi Minh, President Kaysone Phomvihane, beloved President Souphanouvong and generations of senior leaders of the two Parties, two States and peoples of the two countries, leaving it for today and future generations.
This relationship has been nurtured through war and peace, is the most sacred common asset of the two nations, and is vital to the revolutionary cause of each country.
The relationship between the two Parties, the two States and the people of Vietnam - Laos plays an important and decisive strategic role in the cause of protecting national independence, sovereignty, territorial integrity, political stability, socio-economic development and building socialism in each country; and at the same time makes a positive and meaningful contribution to maintaining peace, stability, promoting cooperation and development in the region and in the world.
2025 marks a historic development in the relationship between the two countries, when the two sides agreed to elevate and deepen Vietnam-Laos relations to a new high level, which is "great friendship, special solidarity, comprehensive cooperation, strategic cohesion".
This shows the deep and sustainable political trust between the two Parties and States, and at the same time affirms the highest political determination of the high-level leaders of the two countries in raising Vietnam-Laos relations to a new height, in accordance with the new historical context, meeting the long-term aspirations of the people of the two countries and strategic requirements in the new development period.
The Party, State and People of Vietnam affirm that they will do their best together with the Party, State and People of Laos to forever preserve, promote and pass on to future generations the special solidarity relationship between Vietnam - Laos, Laos - Vietnam.
On this important occasion, we express our sincere and deepest gratitude for the great, precious, sincere, righteous and effective support and assistance that the Brotherly Lao Party, State and People have given to the Party, State and People of Vietnam in the cause of national liberation and national reunification in the past, as well as in the process of accompanying Vietnam to enter a new era, an era of strong development.
