On May 31, in Singapore, the 22nd Shangri-La Dialogue officially opened. General Phan Van Giang - Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense - led a high-ranking delegation of the Vietnamese Ministry of National Defense to attend.
General Phan Van Giang gave an important speech at the 2nd plenary session with the theme: "Ensuring stability in a competitive world".
General Phan Van Giang emphasized that the reality of peace and stability is still a burning desire in many places in the world - areas where conflicts and wars have been occurring, threatening and taking away human life and the peace and happiness of the people.
Ensuring stability in a competitive world is a prerequisite and indispensable condition for building a peaceful, stable, cooperative and developing world for the common interests of countries and peoples, and is also an urgent requirement today. Therefore, to ensure stability in a competitive world, General Phan Van Giang proposed to pay attention to a number of key issues.
First of all, it is necessary to comply with the basic principles of the United Nations Charter and international law, comply with commitments, respect the equality, independence, sovereignty and legitimate interests of countries, ethnic groups, regardless of whether they are large or small; consider it a foundation for the behavior and settlement of international disagreements.
Second, there needs to be goodwill and a stable need for cooperation and development.
Third, strengthen the sharing of views and dialogues to solve problems in a constructive and healthy competitive manner, establish and implement effective and practical cooperation mechanisms, both bilateral and multilateral.
Fourth, it is necessary to strengthen international cooperation in addressing non-traditional security challenges.
General Phan Van Giang affirmed that the Ministry of Defense of Vietnam always has goodwill, desire and actively participating, responsible, with actual and effective cooperation mechanisms and mechanisms with the Ministry of Defense and the military of the countries to promote cooperation, dialogue, in the spirit of the law, respect the difference, unity in diversity, for stability, peace, security, prosperity in the region.
Vietnam persists in implementing the foreign policy of independence, self-reliance, multilateralization and diversification of relations; being a friend, a trusted partner and a responsible member of the international community; actively integrating deeply into the international community, contributing increasingly effectively to the world's political situation, the global economy and human civilization.
