On September 8, Politburo member and National Assembly Chairman Tran Thanh Man began an official visit to the Russian Federation and co-chaired the 3rd meeting of the Vietnam-Russia Inter-Parliamentary Cooperation Committee from September 8-10 at the invitation of Chairman of the State Duma (Lower House) Vyacheslav Victorovich Volodin and Chairwoman of the Federation Council (Upper House) Valentina Ivanovna Matvienko. This is the first foreign visit of National Assembly Chairman Tran Thanh Man in his new position, and also the highest-level visit of a Vietnamese leader to Russia this year.
Vietnam News Agency quoted Vietnamese Ambassador to Russia Dang Minh Khoi as saying that, first of all, the visit shows that the traditional friendship between the two countries is being continued, constantly consolidated and developed in the new situation. Over the past 20 years, the relationship between the two countries has developed strongly, establishing a strategic partnership in 2001 and upgrading it to a comprehensive strategic partnership in 2012, the highest framework of relations between Vietnam and another country.
Russia always considers Vietnam an important priority direction in its Eastward policy, a strategic partner and a loyal friend. Vietnam always considers Russia one of the most important partners and a priority in its foreign policy, wishing to work with Russia to strengthen the long-standing traditional friendship and deepen the established Comprehensive Strategic Partnership framework.
Second, the visit shows that maintaining high-level visits and contacts between leaders of the two countries is extremely important and decisive in promoting comprehensive development of bilateral relations, especially in the context of complicated developments in the world and the region as at present.
During the phone call on August 8, 2024 between General Secretary and President To Lam and Russian President Vladimir Putin, the two countries' senior leaders agreed to continue to increase meetings and contacts between senior leaders to discuss major directions to promote bilateral relations as well as resolve specific difficulties and obstacles in current cooperation between the two countries.
Third, this visit by National Assembly Chairman Tran Thanh Man shows that the Vietnamese National Assembly is increasingly playing an important role in protecting, building and developing the country as well as enhancing foreign relations with other countries, especially at a time when our country is entering a new era of reaching out to the world.
The visit will contribute to strengthening cooperation between the Vietnamese National Assembly and the State Duma and the Federation Council of Russia, increasing exchanges and contacts between the committees and friendship parliamentary groups of the two countries as well as coordinating actions at international and regional inter-parliamentary forums.
Notably, during the visit, National Assembly Chairman Tran Thanh Man and Chairman of the State Duma of the Russian Federation Vyacheslav Volodin will chair the 3rd meeting of the Vietnam-Russia Inter-Parliamentary Cooperation Committee, the highest and first model of inter-parliamentary cooperation between the Vietnamese National Assembly and a foreign legislative body. This is an important cooperation mechanism between the two countries along with the inter-governmental cooperation mechanism to promote the Vietnam-Russia Comprehensive Strategic Partnership.
Fourth, this visit by National Assembly Chairman Tran Thanh Man will contribute to strengthening comprehensive cooperation between the two countries in all fields of politics, trade, economy and people-to-people exchange.
