On August 25, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu and Deputy Secretary General of the People's Action Party, Minister of Public Service Coordination, Minister of National Defense of Singapore Chan Chun Sing co-chaired the first Vietnam - Singapore Strategic Dialogue with the theme "Towards a Common Future of Self-Reliance: Bringing Vietnam - Singapore cooperation in technology connection and human resource development to a new height".
Standing Secretary of the Secretariat Tran Cam Tu highly appreciated the coordination and preparation of the two sides, saying that the organization of the first meeting in a short time after establishing the mechanism shows the special importance and high political determination of the two Parties in soon putting the new cooperation mechanism into practical implementation, contributing to concretizing the major orientations of the Vietnam - Singapore Comprehensive Strategic Partnership.
The Standing Committee of the Secretariat assessed that the selection of human resource development and technology connection as the focus of the Dialogue is "right and accurate", because these are areas of strategic significance for the competitiveness, resilience and long-term development of each country.
Standing Secretary of the Secretariat Tran Cam Tu emphasized that the two Parties need to strengthen frank and substantive exchanges, share visions and development experiences, continue to accompany and support each other, improve adaptive capacity and jointly seek new development drivers.
Assessing the great potential for cooperation between the two Parties, Standing Secretary of the Secretariat Tran Cam Tu proposed to maintain regular contacts and exchanges at high levels and at all levels; strengthen experience sharing on building a modern administration, effective national governance, policy planning and implementation, discovering, training and valuing talents, building a team of visionary successor leaders. The two sides need to promote exchanges between young leaders with potential, expand cooperation between mass organizations, youth and localities, contributing to deepening the social foundation of the relationship between the two countries.
Agreeing with the sharing of Standing Secretary of the Secretariat Tran Cam Tu, Deputy Secretary General of the People's Action Party of Singapore Chan Chun Sing highly appreciated the two Parties' early introduction of the Strategic Dialogue mechanism into implementation through specific cooperation plans; emphasized that the two sides frankly shared approaches and experiences on governance, human resource development, science and technology and innovation; and exchanged views on the ability to better connect the strengths of the two countries to meet development requirements in the new period.
Within the framework of the Dialogue, with two contents "Leading for tomorrow: Developing human resources ready for the future" and "Building a new technology cooperation model: Towards a common innovation space", the presentations of the two sides focused on exchanging views on two issues that play a strategic role and significance for the development of the two countries, cadre training, human development and capacity building, science and technology connection, and innovation.
The two sides agreed to make cooperation in human resource development and cadre training one of the important pillars in cooperation between the two Parties, towards building a contingent of cadres with strategic thinking, modern management capacity, policy planning capacity and effective implementation. Training cooperation needs to be implemented in a long-term, systematic, interconnected direction between programs, closely following practical requirements and focusing on source cadres, leaders and managers at all levels...
At the end of the Dialogue, the two sides adopted the Conclusion of the first Vietnam - Singapore Strategic Dialogue Meeting, agreeing to continue to coordinate to concretize the common perceptions and orientations exchanged into specific programs, plans and cooperation results. Also within the framework of the Dialogue, the two sides issued a Joint Statement Vietnam - Singapore on the Technology Connection Strategy.
