According to the United Nations' assessment in 2024, Vietnam's E-Government Index (EGDI) ranked 71/193, up 15 places compared to 2022. This is the first time Vietnam has been ranked in the high-level EGDI group and has the highest ranking since it began participating in the United Nations' EGDI assessment in 2003. In Southeast Asia, Vietnam ranked 5/11 countries in e-Government, up 1 place compared to 2022.
Speaking at the conference, Minister of Information and Communications Nguyen Manh Hung said that 5 years ago, the application of information technology was popular, digital transformation was very new. Digital transformation is new not only to Vietnam but also to the world.
"The past 5 years have been a journey of both working and exploring. And it is this spirit of daring to explore that has put Vietnam in the group of countries with the fastest growth rates in digital economy, e-commerce, digital government, online public services and digital transformation in general in the region and the world," affirmed Minister Nguyen Manh Hung.
Vietnam aims to become an upper middle-income country by 2030. This means that Vietnam's per capita income will be ranked in the top 100 globally (currently 120). According to Mr. Nguyen Manh Hung, digital infrastructure, digital technology, and digital industry must go first and faster, and the international ranking in 2030 must be in the top 50 globally, twice as high as the economic ranking.
Promoting innovation and developing digital infrastructure
Speaking at the conference, Deputy Prime Minister Ho Duc Phoc acknowledged the achievements and efforts of the entire information and communications sector in the past year.
In 2024, Vietnam's e-Government rose to 71st place out of 193 countries, up 15 places compared to 2022. The rate of households using fiber optic cable reached 85%, up 6.8% over the same period in 2023. The number of mobile broadband subscribers reached 94 subscribers/100 people, up 10% over the same period in 2023 (85.7 subscribers/100 people)...
In addition, the Deputy Prime Minister acknowledged that rapid technological change requires the IT industry to accelerate the improvement of laws, policies and mechanisms, and promote resources to contribute to the country's development. At the same time, it is necessary to ensure safety and protect users' rights in the digital environment.
The Deputy Prime Minister requested that, through the case of Mr Pips defrauding and appropriating assets of more than 5,000 billion VND, nearly 3,000 victims, the information and communications industry must take the lead, protect consumer rights in the digital space to prevent criminals from taking advantage of digital technology.
In 2025, the IT industry needs to promote innovation, develop digital infrastructure, apply AI, and digital technology industry to contribute to bringing the country into a new era. The IT industry needs to promote digital technology for the digital economy to develop.
In addition, it is necessary to focus on combating bad and toxic information on cross-border social networking platforms. Strengthen inspection and handling of violations in press and media activities.
The Deputy Prime Minister said that Resolution 18 on the arrangement and organization of the apparatus, the Ministry of Information and Communications and the Ministry of Science and Technology will merge and streamline into the Ministry of Science, Technology and Communications. The two ministries have a common "denominator" which is technology. Therefore, the new ministry will operate more effectively.
