On the morning of October 27, at the Party Central Committee Office Headquarters, General Secretary To Lam received a delegation of the Lao People's Revolutionary Party led by Comrade Kikeo Khaykhamphithoune, Politburo member, Deputy Prime Minister, to visit and attend the 12th Theoretical Conference between the two Parties.
General Secretary To Lam welcomed comrade Kikeo Khaykhamphithoune and the delegation of the Lao People's Revolutionary Party to visit and attend the 12th Theoretical Workshop between the Communist Party of Vietnam and the Lao People's Revolutionary Party; highly appreciated the significance of this visit and Workshop taking place in the context that the two Parties and two countries are actively implementing the Resolutions of each Party's Congress, aiming to successfully organize the National Party Congress in early 2026, and at the same time, it is the time when both countries are making efforts to reorganize and perfect the apparatus of each country's political system.
The General Secretary affirmed that Vietnam always strongly supports Laos in the cause of national renewal and development and is ready to share experiences, giving the highest priority to support Laos in implementing strategic issues in the new term.
The General Secretary emphasized that theoretical work plays a particularly important role for both Parties. The theme of this year's workshop is " Arrange and organize the apparatus of the political system to meet new development requirements - Vietnam's experience, Laos' experience" which is a strategic content, receiving special attention and close direction from the leaders of the two Parties and States.
General Secretary To Lam said that in recent times, Vietnam has actively arranged and streamlined the organizational apparatus, improving the effectiveness and efficiency of the political system, thereby drawing many valuable lessons.
Vietnam has identified that with a streamlined apparatus, a team of good cadres and effective operations, the Party's resolutions can be implemented in a practical way; emphasizing that the reorganization of the apparatus is to change the management mindset, shifting from the serving government to the development created government, taking the people as the center.
The big lesson is "all policies of the Party must be for the people", ensuring "the said must be done; the Central sets an example, the locality responds", in which the Central orientation, promulgation of policies, localities proactively implement in accordance with reality, meeting the needs and interests of the people right at the grassroots level.
This is a valuable experience that Vietnam is ready to share with Laos to contribute to strengthening the theoretical foundation, improving the leadership and governance capacity of each Party in the new period.
Comrade Kikeo Khaykhamphithoune thanked General Secretary To Lam for taking the time to meet and share valuable information, demonstrating the loyal and steadfast brotherhood between the two Parties and two peoples.
He said that the 12th Theoretical Workshop is a continuation of the tradition of theoretical cooperation over the years, contributing to enriching the theoretical treasure trove of the two Parties, serving the leadership and direction of national development in the new situation; affirming that the results of theoretical cooperation between the two Parties not only contribute to deepening the special relationship between Vietnam and Laos, but also help both sides consolidate the theoretical foundation for Party building and national development on the path of socialism.
