Vietnam and Russia are comprehensive and sustainable strategic partners throughout history

Vietnam - Russia agreed to implement measures to promote economic cooperation to play a pioneering role, striving to bring trade turnover to 15 billion USD soon.

Within the framework of the State visit to the Russian Federation, on September 9, at the Kremlin, after a solemn welcoming ceremony with state-level rituals, General Secretary and President To Lam held talks with Russian President Vladimir Putin, according to VNA.

President Vladimir Putin warmly welcomed General Secretary and President To Lam and the high-level Vietnamese delegation on a state visit to Russia; affirming that the visit is of particular importance, a new milestone in the traditional friendly relations and Comprehensive Strategic Partnership between Vietnam and Russia, continuing high-level exchanges and contacts in the past, showing the determination of the leaders of the two countries to bring relations into a new stage of development, increasingly deep, substantive and effective.

President Putin affirmed that Vietnam is always a reliable partner, a priority in Russia's policy in Asia - Pacific.

General Secretary and President To Lam emphasized that Vietnam and Russia are comprehensive, reliable, natural and sustainable strategic partners throughout history, supporting each other's foreign policy of independence, self-reliance, diversification, and multilateralization.

Vietnam always considers Russia an important partner and a top priority in Vietnam's foreign policy; repositioning Vietnam-Russia relations in the direction of constantly improving cooperation efficiency is a major direction of the Party and State of Vietnam not only in the next term but also in the new era of development.

In an atmosphere of friendship, sincerity, trust and mutual understanding, the two sides exchanged and agreed on major development orientations and deepened relations between the two countries in the new period. The two leaders agreed to strengthen regular and substantive exchanges at all levels, especially at the highest level; promote cooperation through the Party and National Assembly channels of the two countries.

The two sides agreed to implement strong measures to promote economic cooperation to play a pioneering role in bringing Vietnam-Russia relations to a more substantive development; focus on enhancing the role of the Intergovernmental Committee on Economic - Trade and Science - Technology Cooperation; strive to bring bilateral trade turnover to 15 billion USD soon. The two leaders agreed to encourage businesses of the two countries to strengthen connectivity, expand investment, form new production and supply chains and new fields with great potential; cooperate in the fields of large-scale industry - food - livestock, seafood processing, marine economy, processing industry and on-site consumer goods production, wood processing, shipbuilding, technical labor, education and services. The two leaders affirmed that energy and oil and gas continue to be important pillars of the Vietnam-Russia Comprehensive Strategic Partnership and expand to new energy fields such as nuclear power, wind power, gas power...

The two leaders spent time exchanging views on nuclear energy cooperation for peaceful purposes, assessing this as a strategically significant area, capable of creating a new imprint for the two countries' relations in the new development phase. The Russian President affirmed his willingness to share experiences, technology, support human resource training and implement cooperation contents suitable to Vietnam's needs.

The two sides agreed to continue to consolidate the pillar of strategic cooperation in defense - security and military technology; coordinate to respond to non-traditional security challenges; prevent and combat transnational crime, high-tech crime and handle emergencies.

The two sides agreed that in the new development stage, science and technology, innovation and digital transformation need to become a new driving force of the Comprehensive Strategic Partnership. The General Secretary and President requested the Russian side to continue to create conditions for Vietnamese officials, students, and research students to study and research in basic science and high technology fields where Russia has strengths, and encourage exchanges between young scientists of the two countries.

The two leaders agreed to further promote cultural, artistic, sports and tourism cooperation; create favorable conditions for citizens of the two countries to travel, study, work and travel; and strengthen humane exchange activities.

General Secretary and President To Lam welcomed President Putin's active consideration of visa exemption for Vietnamese citizens; affirmed that Vietnam is ready to coordinate in organizing the "Russian Culture Season in Vietnam" in 2027.

General Secretary and President To Lam requested Russia to support the exploitation of valuable documents and images about the Vietnamese revolution, about President Ho Chi Minh during Vietnam's construction of the Vietnamese Communist Party Museum.

The General Secretary and President thanked the Government and local authorities of Russia for their concern and creating conditions for the Vietnamese community to live, study and work stably in the Russian Federation; proposed to continue to create favorable conditions for the Vietnamese community to integrate well, make positive contributions to Russia's development and become a bridge of friendship between the two countries.
