Within the framework of the State visit to Russia, on the morning of September 9 (local time), in Moscow, General Secretary and President To Lam and the high-level Vietnamese delegation attended the Vietnam - Russia Science and Technology (S&T) Forum with the theme "Strategic Technology Connection", according to VNA.
Speaking at the opening of the Forum, Russian Deputy Prime Minister Dmitry Chernyshenko stated clearly that Vietnam and Russia still have great potential for cooperation in the field of high technology. At today's Forum, the two sides will launch the selection of new joint research projects co-organized by the Russian Science Foundation and the Vietnam National Science and Technology Development Fund, and also launch a number of other cooperation projects.
Speaking at the Forum, General Secretary and President To Lam said that Vietnam-Russia relations have been tested over many decades. S&T and education are the fields that create the special foundation of that relationship. Tens of thousands of Vietnamese officials and experts have been trained in the former Soviet Union and Russia today, many of whom have become scientists, experts, and leading officials, making important contributions to the cause of building and developing Vietnam.
General Secretary and President To Lam proposed that Vietnam-Russia S&T cooperation in the coming period needs to have a new mindset, new ways of doing things and higher goals. Not only stopping at expert exchange and cadre training, but also moving towards jointly mastering technology, jointly creating products and jointly participating in the market.
The two countries focus on major orientations, in which it is necessary to identify making cooperation on strategic technology a new pillar of the Vietnam-Russia comprehensive strategic partnership; selecting a number of truly strategic fields, combining Russia's S&T strengths with development needs, human resources and the market of Vietnam, such as nuclear energy, new energy, space-satellite technology, semiconductors-microelectronics, quantum technology and artificial intelligence; prioritizing fields capable of creating new technological capacity and directly contributing to socio-economic development, ensuring security, safety and improving the technological autonomy capacity of each country; wishing Russian technology corporations and energy corporations to increase investment and technology transfer in Vietnam; and encouraging Vietnamese technology enterprises to actively seek investment and cooperation opportunities in Russia.
General Secretary and President To Lam proposed that the two sides need to create conditions for scientists and businesses of the two countries to meet, exchange and cooperate; and at the same time invest strongly in the generation of young Vietnamese - Russian scientists and experts.
The two sides need to expand training programs in strategic technology fields; strengthen the exchange of young scientists, research students, engineers; create conditions for young research groups of the two countries to jointly carry out S&T tasks.
The Governments and relevant agencies of the two countries continue to promote the role of the Vietnam - Russia Committee for Cooperation in Education, Science and Technology, research and develop a mechanism to regularly review key S&T cooperation projects. In which, each program needs to clearly define the objectives, implementing partners, resources, products and deadlines. Signed agreements must be converted into programs. Programs must be converted into projects. Projects must create technology and products, and potential products must be facilitated to access the market.
General Secretary and President To Lam believes that with the traditional friendship foundation, high political trust, Russia's S&T potential and Vietnam's determination to innovate and develop strongly, S&T and innovation cooperation can completely become a new driving force, a new pillar and a new symbol of Vietnam-Russia relations in the 21st century.
