Vietnam - Russia strengthen coordination at regional and international parliamentary forums

On September 8, General Secretary and President To Lam met with Chairwoman of the Federation Council of the Russian Parliament Valentina Matvienko.

According to VNA, Chairwoman Valentina Matvienko affirmed that the Council of the Russian Federation strongly supports the continued consolidation and development of the Comprehensive Strategic Partnership between the two countries in all fields.

Ms. Valentina Matvienko congratulated Vietnam's comprehensive achievements under the leadership of the Communist Party of Vietnam, headed by General Secretary and President To Lam, and the contributions of the National Assembly of Vietnam.

The Chairman of the Russian Federation Council congratulated Vietnam on successfully organizing the election of the 16th National Assembly and People's Councils (HĐND) at all levels for the 2026-2031 term; informed General Secretary and President To Lam about the fact that the Russian Federation Council and the National Assembly of Vietnam have implemented commitments and agreements at the highest level, as well as the orientations that General Secretary and President To Lam mentioned in the meeting at the Russian Federation Council in May 2025.

General Secretary and President To Lam highly appreciated the role and positive contributions of the Russian Federation Council and Chairwoman Valentina Matvienko personally in promoting relations between the two countries; highly appreciated the results of parliamentary cooperation between the two countries; proposed that the two sides continue to strengthen the exchange of delegations of National Assembly leaders, specialized committees, friendship parliamentary groups, young parliamentarians and female parliamentarians; share legislative, supervisory and decision-making experiences on important issues of the country.

General Secretary and President To Lam requested the two legislative bodies to continue to promote their role in completing a favorable legal corridor for bilateral cooperation; strengthen supervision and urging the implementation of agreements between senior leaders and the Governments of the two countries.

Chairwoman Valentina Matvienko affirmed that the Russian Federation Council is ready to closely coordinate with the National Assembly of Vietnam, actively contributing to the implementation of orientations and agreements between senior leaders of the two countries.

The two leaders agreed that the two sides should promote the effectiveness of established local relations, and at the same time actively connect and form new local cooperation pairs; encourage local leaders and businesses of the two countries to strengthen direct exchanges to identify specific projects suitable to the potential and needs of each side.

Assessing Vietnam as a destination increasingly interested by the Russian people, the Chairman of the Russian Federation Council said that the two countries still have a lot of potential to further strengthen cultural and tourism cooperation, thereby promoting people-to-people exchanges and economic cooperation.

The two sides also exchanged views on strengthening coordination at regional and international parliamentary forums; agreed to continue to consult, coordinate and support each other at multilateral parliamentary mechanisms, contributing to promoting dialogue, cooperation, peace, stability and sustainable development.

General Secretary and President To Lam affirmed that Vietnam supports strengthening the role of parliamentary diplomacy in promoting dialogue, building trust and cooperation between countries; wishing the National Assemblies of the two countries to continue to closely coordinate and make positive contributions to promoting relations as well as solving regional and international issues on the basis of respecting international law.

On this occasion, General Secretary and President To Lam conveyed his regards and invitation from National Assembly Chairman Tran Thanh Man to Chairwoman Valentina Matvienko to visit Vietnam soon at the end of this year. Chairwoman of the Russian Federation Council Valentina Matvienko conveyed her regards and expressed her willingness to coordinate with the State Duma to welcome National Assembly Chairman Tran Thanh Man at an appropriate time.
