On the afternoon of September 9 (local time), at St. George's Hall, Kremlin, Moscow, Russian President Vladimir Putin chaired the welcoming ceremony for General Secretary and President To Lam and his wife and the high-level Vietnamese delegation on a state visit to Russia from September 7 - 9, 2026.

The convoy carrying General Secretary and President To Lam and his wife entered the Kremlin. When General Secretary and President To Lam and his wife entered St. George's Hall, in a warm, friendly atmosphere, Russian President Vladimir Putin stepped forward to welcome, shake hands, and greet them cordially.
The Military Band sang the Vietnamese National Anthem and the Russian National Anthem. At the end of the national anthem, Russian President Vladimir Putin introduced Russian officials and General Secretary and President To Lam and his wife introduced the official delegation of Vietnam to attend the welcoming ceremony.
At the end of the welcoming ceremony, Russian President Vladimir Putin and General Secretary and President To Lam held talks, witnessed the handover of cooperation documents, and spoke to the press.

Vietnam and Russia have a traditional friendly relationship, which has been painstakingly nurtured by many generations of leaders and people of the two countries over the past 75 years. Vietnam-Russia political relations are highly reliable and constantly strengthened. The two sides coordinate closely at multilateral forums and international organizations. High-level delegation exchanges take place regularly, creating strong momentum for the development of the Comprehensive Strategic Partnership between the two countries.
Cultural exchange activities are organized regularly, contributing to strengthening understanding and friendship between the people of Vietnam and Russia. Scientific and technological cooperation continues to be maintained and promoted to become a new pillar of the Vietnam - Russia Comprehensive Strategic Partnership. The Vietnamese community in Russia has been and is making significant contributions to the development of the two countries and bilateral relations.
The State visit of General Secretary and President To Lam to Russia this time affirms the consistency, inheritance and high appreciation of the Party and State of Vietnam for the traditional friendly relations and Comprehensive Strategic Partnership with Russia.

The visit is also a clear demonstration of the foreign policy of independence, self-reliance, self-strengthening, peace, friendship, cooperation and development; multilateralization and diversification of Vietnam's foreign relations; and at the same time, taking advantage of appropriate resources in energy, science and technology, human resource training and infrastructure development, implementing the Politburo's Resolutions to serve the rapid and sustainable development of the country.
