The Permanent Vice President of the Vietnam Journalists Association has just signed Official Dispatch No. 500/CV-HNBVN to the Central Propaganda Department to summarize and report on the recommendations of a number of press agencies regarding difficulties in implementing Regulation No. 101-QD/TW and Instruction No. 116-HD/BTGTW.
Recently, Regulations No. 101-QD/TW dated February 28, 2023 of the Secretariat on responsibilities, powers, and appointment, dismissal, commendation, and discipline of leaders of press agencies and Instruction No. 116-HD/BTGTW dated September 15, 2023 of the Central Propaganda Department on implementing a number of articles in the above Regulation 101-QD/TW have created positive changes.
The regulations and guidelines contribute to building and developing a team of cadres, leaders and managers in press agencies with political mettle, professional capacity, expertise and professional ethics to meet the requirements of tasks in the new situation.
However, in the process of implementing this together with press agencies nationwide, the Vietnam Journalists Association received a number of reports, recommendations and concerns about the following points:
Firstly, the regulation states that “The head of a press agency shall not hold a position for more than two consecutive terms at a press agency.
Second, the regulation "Having a high level of political theory (not required for press agencies belonging to religious organizations)".
According to current regulations, associations are social and professional organizations that do not receive budget and are completely financially autonomous.
In addition, cadres of social and professional organizations are not eligible to attend advanced political theory courses, so press agencies (especially magazines) of the above organizations and associations face many difficulties in planning and training the next generation to fully meet the standards and conditions for appointment.
Meanwhile, the head of the press agency of social and professional organizations, in addition to ensuring the prescribed standards, must also be knowledgeable and have in-depth expertise in the industry or field.
In addition, central ministries and branches also face many difficulties when rotating the positions of Editors-in-Chief of ministries and branches who have served 2 terms. Because Editors-in-Chief working purely in the field of journalism will not be suitable for the professional work of ministries and branches.
The Vietnam Journalists Association synthesizes the reflections, recommendations, and reports to the Central Propaganda Department for consideration, attention, and direction to remove obstacles, helping press agencies to soon stabilize their organizational apparatus and continue to fulfill their assigned political tasks.
