State implements "5 thông", businesses promote "5 tiên phong
On January 31, at the Government Headquarters, Prime Minister Pham Minh Chinh - Head of the National Steering Committee for the implementation of Resolution 68-NQ/TW of the Politburo on private economic development, chaired the 4th Meeting of the Steering Committee.
Concluding, Prime Minister Pham Minh Chinh said that to achieve the goal of double-digit economic growth, the private economic sector must also grow at double digits, develop rapidly and sustainably, contributing to building a rich, prosperous, civilized, prosperous and happy country.
The Prime Minister clearly stated that, on the State's side, implementing "5 thông" includes:
First, transparent institutions and procedures (to reduce compliance costs for businesses).
Second, synchronous and smooth infrastructure (reducing input costs, increasing competitiveness).
Third, smart people and management (to increase labor productivity).
Fourth, resources for private enterprises must be unlocked (equal access and development of resources, state capital leading and activating all social capital sources).
Fifth, difficulties and obstacles of businesses must be shared and sympathized with (to have appropriate policies).
For businesses, the Prime Minister proposed 5 pioneers:
First, pioneering innovation, developing science and technology, digital transformation, green transformation, and economic structure transformation.
Second, pioneering in human resource training, creating jobs, livelihoods for people and social security.
Third, pioneering in building institutions, mechanisms, policies and serious law enforcement.
Fourth, pioneering in building culture and humanity in activities and business.
Fifth, pioneering contributions, mobilizing all resources to develop the country, including public-private partnerships.
The difficulties of businesses are the difficulties of the country
The Prime Minister agreed to build a mechanism to assign tasks, assign big tasks, difficult tasks, and breakthroughs to businesses, which shows confidence, constructive spirit, evaluation, concern, and responsibility to businesses. At the same time, continue to actively solve prolonged backlog projects.
The Prime Minister emphasized that business development is the development of the country, the difficulties of businesses are the difficulties of the country, the problems of businesses of the country are the problems of the country, the resources of businesses are the resources of the country, unlocking the resources of businesses is unlocking the resources of the country.
Therefore, the Ministry of Finance should comprehensively review the legal regulations related to the business activities of the private economic sector to propose tasks to ensure the full institutionalization of the Politburo's policy on private economic development.
The Ministry of Public Security reviews and amends the Law on Handling of Administrative Violations and guiding documents to fully institutionalize the Politburo's policy on private economic development.
The Ministry of Industry and Trade summarizes practices, fully evaluates programs and projects on domestic market development associated with the Campaign "Vietnamese people prioritize using Vietnamese goods", national trade promotion programs, orientations and solutions for the next phase; urgently submits the Project to reach the Go Global international market in February 2026.
The Ministry of Agriculture and Environment calculates land prices appropriately based on the spirit of harmonizing interests between the State, people, and businesses.
The Head of Government emphasized the spirit of "business is the center, infrastructure is the foundation, institutions are the driving force" for the private economy to have a breakthrough development in the coming years, truly promoting its role as the most important driving force of the national economy.
