On the afternoon of December 20, at the Government headquarters, Politburo member and Prime Minister Pham Minh Chinh - Head of the National Steering Committee for the implementation of Resolution No. 68-NQ/TW of the Politburo on private economic development, chaired the 3rd meeting of the Steering Committee.
In his opening speech, the Prime Minister said that Resolution No. 68-NQ/TW of the Politburo on private economic development has been implemented for nearly 8 months; this is a Resolution of special significance, along with the Politburo's decisions on other key areas.
Emphasizing some outstanding results in implementing Resolution 68, the Prime Minister said that since the issuance of the Resolution, on average, more than 18,000 newly established enterprises have been established each month (an increase of 38% compared to the average of the first 4 months of the year) and 11,300 enterprises have returned to operation (an increase of over 46% compared to the average of the first 4 months of the year).
In the whole year of 2025, there will be more than 300,000 newly established and returning to operation, an increase of over 30% and the total registered capital will reach over 6 million billion VND, an increase of over 71%, compared to 2024; thereby bringing the total number of operating enterprises to nearly 1.1 million enterprises.
After 3 simultaneous groundbreaking and inauguration ceremonies of major and key national projects across the country in 2025, we have had 564 projects with a total investment of over 5.14 million billion VND, of which private capital is mainly over 70%.
This affirms the Party's correct policy in developing the private economy, taking public investment as a guide, activating private investment, mobilizing and effectively using all social resources in all fields to develop the country.
At the same time, the promulgation and implementation of the Resolution also creates a movement and trend for the development of private enterprises; creates excitement, consolidates, and strengthens the trust of the business community and entrepreneurs; private enterprises operate more diversely, dare to do bigger things, and have greater significance for common development.

The Prime Minister requested delegates to focus on assessing the situation and results of implementing Resolution 68 since its promulgation, clarifying outstanding results, limitations, difficulties, especially limitations in developing small and medium enterprises; analyzing causes and lessons learned, especially lessons on resource mobilization.
Clearly identify the tasks that must be completed in December 2025 and the key tasks and solutions in 2026; recommend mechanisms and policies, propose focused, key solutions, including continuing to review, amend and supplement laws, create an equal, healthy, public and transparent investment and business environment.
The Prime Minister noted that the interests of enterprises must be placed in the overall interests of the nation and people, harmonizing the interests between the State, enterprises and people; creating motivation, inspiring and listening, and removing difficulties for enterprises.
