Prioritize the development of high-speed road traffic systems in very difficult mountainous areas
On the morning of January 30, in Hanoi, Prime Minister Pham Minh Chinh - Head of the State Steering Committee for important national projects and key projects of the transport sector chaired the 23rd meeting of the Steering Committee.
Speaking, Prime Minister Pham Minh Chinh emphasized that besides ensuring the progress of projects, it is necessary to ensure quality, safety, technical and artistic requirements, environmental sanitation; pay attention to ensuring and improving the material and spiritual lives of people in the project area relocated to new residences.
The Prime Minister requested delegates to review the implementation of projects and works assigned to localities, and the obstacles that need to be removed, such as the Tuyen Quang - Ha Giang expressway, Huu Nghi - Chi Lang, Dong Dang - Tra Linh, Cao Lanh - An Huu, Khanh Hoa - Buon Ma Thuot, Ring Road 3 of Ho Chi Minh City, East - West expressway section Chau Doc - Can Tho - Soc Trang...; especially not to let the situation of "1km of expressway but with more than ten contractors working together" lead to delays and easily generate negativity.
The Head of Government noted that very difficult mountainous areas such as Lai Chau, Son La, Cao Bang, Tuyen Quang must pay attention to and prioritize the development of high-speed traffic systems to develop rapidly and change these lands.

Inspectors must actively get involved, not let small shortcomings accumulate into major violations.
The Prime Minister reminded localities to also be proactive, active, and strive in the spirit of "locality decides, locality does, locality takes responsibility", not waiting and relying.
In particular, it is necessary to strengthen inspection, supervision, and urging from the beginning, review important projects and works to make timely adjustments, pay close attention, pay attention, and actively prevent and combat corruption, negativity, and wastefulness.
It is possible to inspect, examine, and audit before, during and after the construction of works, the Inspectorate of the Ministry of Construction must be more actively involved, not allowing "small shortcomings to accumulate into major violations"; the spirit is "whoever is wrong must be handled" but not to cause congestion or delays in work and projects.
The Prime Minister clearly stated that by 2030, we must complete 5,000km of highways, so there must be immediate solutions on resource allocation, project preparation, and immediate implementation with the spirit of "not wasting a day, not delaying a week, not missing opportunities in a month, not being passive in a year", promoting intelligence, valuing time, and being decisive at the right time.
According to reports and opinions at the meeting, in 2025, the weather diễn biến phức tạp, many major storms and floods have affected and hindered the progress of project implementation.
Promoting the spirit of "overcoming sunshine, winning rain, not losing to storms and winds", investors and contractors have quickly overcome damage, organized re-construction to complete the goal of having over 3,000km of highways and 1,700km of coastal roads.
At the same time, in 2025, ministries, branches, and localities successfully organized 3 inauguration, commencement, and technical opening ceremonies for large and key projects and works to develop national socio-economic infrastructure with a total of 564 projects and works in 34 provinces and cities with a total investment of more than 5.14 million billion VND.
The Ministry of Construction said that ministries, branches, agencies, localities, and units have made great efforts to organize and implement to complete 13/18 tasks on time; are actively implementing 13 tasks (5 tasks are regular direction and administration work and 8 tasks have not reached the deadline).
