The 14th Party Congress clearly defined the vision, goals and strategic breakthroughs to bring the country to rapid and sustainable development in the era of rising to prosperity, prosperity, civilization, and happiness.
Answering press interviews, Member of the Party Central Committee, Deputy Prime Minister Nguyen Chi Dung said that to implement the 3 strategic breakthroughs set out by the 14th Party Congress, the Government Party Committee values 3 main groups of solutions.
First, strong breakthroughs in institutions, perfecting institutions for development, removing bottlenecks and barriers, unlocking and releasing all resources. Institutions must go one step ahead and must be leading, an important driving force for rapid and sustainable development.
We have a policy of definitely eliminating the mindset of "if you can't manage, then ban", strongly shifting from pre-inspection to post-inspection, strongly shifting from management thinking to development creation.
Second, focus on developing high-quality and highly qualified human resources; promote attracting and valuing talents, building a contingent of cadres with enough heart, enough level, on par with tasks, with innovative thinking, strategic vision, modern management capacity and aspiration to contribute.
Create a working environment where creativity is encouraged, dedication is protected, daring to think, daring to commit, daring to realize the aspiration of development, serving the country. Promptly replace and handle cases of pushing, avoiding, and fearing responsibility.
Third, continue to synchronously complete and make strong breakthroughs in building socio-economic infrastructure; especially strategic transport infrastructure such as North-South high-speed railways, urban railways in Hanoi, Ho Chi Minh City, railway lines connecting with neighboring countries, or high-speed roads, airports (Long Thanh, Gia Binh, Phu Quoc), large seaports (Lien Chieu, Can Gio); technology infrastructure (data center, AI, 5G); energy infrastructure.
These infrastructures are extremely important to ensure double-digit or higher growth in the coming time and the goal by 2045 is for our country to become a developed country with high income.
In the context of the country entering a new stage of development, the Government Party Committee identified science and technology, innovation and digital transformation as breakthroughs to improve national governance capacity, while creating a foundation and main driving force for rapid and sustainable growth.
On that basis, the Party Committee focuses on leading and directing the implementation of a number of key tasks and solutions:
First, innovate thinking throughout the system, in leadership, direction, and administration style in a flexible and effective direction through technology and digital data.
Second, focusing on building the Party in terms of cadres is a strategic breakthrough, aiming to build a contingent of cadres at all levels, especially at the strategic level and leaders with high qualifications, understanding of science and technology, and innovation.
Third, innovate and improve the quality of issuing programs and action plans and organizing the implementation to achieve the highest efficiency of the Party's guidelines and policies on science and technology, innovation, and concretization into each sector, field, and each agency under the Government.
Fourth, promote administrative reform, apply information technology, digital transformation; build a unified and synchronous database system, creating favorable conditions for exploitation and use.
Fifth, lead and direct the strong development of the digital economy, knowledge economy, circular economy, with high added value; promote digital transformation, green transformation, energy transformation associated with the development of high-quality human resources.
The Government Party Committee will make breakthroughs in personnel work and Party building organization work. Especially improving the quality of training, fostering, planning, evaluating, rotating, promoting, appointing, arranging and implementing personnel policies.
