Attending and speaking at the anniversary ceremony, General Secretary, President To Lam, Secretary of the Central Military Commission clearly stated that our country is entering a new stage of development. To develop quickly and sustainably, there must be a strong national defense, the people's armed forces must be revolutionary, regular, elite, and modern, in which Artillery - Missiles are very important firepower forces; must become the pillars of combat power.
The General Secretary and President requested the Artillery - Missile Command and the entire Artillery - Missile force to focus on building a strong force in terms of politics, ideology and organization; absolutely loyal to the Party, the Fatherland and the people.
Artillery - Missile cadres and soldiers must thoroughly grasp the Party's military and defense guidelines; resolutions and directives of the Central Committee, the Central Military Commission, and the Ministry of National Defense on national defense and building a revolutionary, regular, elite, and modern Army.
It is necessary to build a Party Committee of the Artillery - Missile Command that is clean, strong and typical; comprehensively strong agencies and units that are "model and typical"; united and unified, strictly disciplined, and excellently complete all tasks.

The Artillery - Missile Command needs to proactively advise the Central Military Commission and the Ministry of National Defense on force planning, strategic arrangement, organizational structure, and combat plans. The organization must be compact but not thin, modern and closely linked to Vietnamese conditions; strong but durable, mobile, and safe; protecting the Fatherland early, from afar, from all directions.
Strongly innovate training, education - training, drills, combat readiness and develop art of artillery - missile warfare of Vietnam. Training today cannot only be to complete content, targets, and shooting exercises, but must be to fight and win in the most difficult and complex conditions.
Promoting mastery of science and technology, digital transformation, modernization of weapons and equipment, improving logistics - technical capacity and national defense industry; must proactively build appropriate logistics - technical assurance methods.
Closely coordinate with functional agencies to gradually master the maintenance, repair, improvement, materials, simulation, software, ammunition and some key technologies; manage and exploit weapons and technical equipment that are good, durable, safe, and economical; and prevent unsafety for people, weapons, equipment, warehouses, information, data, and military secrets.
General Secretary and President affirmed that we are determined to build a modern Artillery - Missile force, capable of completing tasks in new conditions. We must demonstrate the ability to innovate, master technology, organize modern operations, and protect the Fatherland early and from afar.
