Deputy Prime Minister Le Thanh Long signed Decision No. 1665/QD-TTg dated August 5, 2025 promulgating the Plan to implement Resolution No. 173/2024/QH15 on the ban on the production, trading, import, storage, transportation, and use of electronic cigarettes and heated tobacco products (plan).
The purpose of the plan is to seriously, qualitatively and effectively implement regulations on the ban on the production, trading, import, storage, transportation, and use of electronic cigarettes and heated tobacco products.
At the same time, raise awareness and responsibility of all levels, sectors and people in implementing and enforcing regulations on the ban on the production, trading, import, storage, transportation and use of electronic cigarettes and heated tobacco products.
The plan consists of 3 contents:
1. Propaganda, dissemination, and training on prevention and control of the harmful effects of e-cigarettes and heated tobacco products.
2. Review and develop legal documents.
3. Strengthen the implementation, inspection, examination and supervision of competent authorities in the process of implementing regulations prohibiting the production, trading, import, storage, transportation and use of electronic cigarettes and heated tobacco products.
The plan assigns the Ministry of Industry and Trade to specifically implement the ban on the production, trading, import, storage, transportation, and use of electronic cigarettes and heated tobacco products.
In August 2025, the Ministry of Industry and Trade reviewed and fully evaluated investment, production, import-export of electronic components and equipment for electronic cigarettes and heated tobacco products.
Relevant ministries, branches and localities shall inspect, survey and evaluate the issuance of certificates of investment registration and business with conditions for enterprises producing, trading, importing and exporting components and equipment related to electronic cigarettes and heated tobacco products in accordance with the provisions of the Law on Investment, the Law on Prevention and Control of Tobacco Harms and relevant laws.
At the same time, propose solutions to ensure consistency with legal regulations and the situation of law compliance of enterprises, and appropriate handling measures for violations (if any).
The Ministry of Finance strengthens inspection, handling and strict control of the transportation of smuggled electronic cigarettes and heated tobacco products through border gates. At the same time, the Ministry of National Defense has increased patrols and controls in border areas, trails, and openings to promptly detect and handle subjects doing business, importing, storing, and transporting electronic cigarettes and heated tobacco products.
The Ministry of Public Security and other competent inspection agencies strengthen the investigation, grasp the situation, establish specialized projects, focus on fighting and destroying networks, groups, production, trading, import, storage, transportation, storage and use of electronic cigarettes and heated tobacco products; strengthen inspection, examination and handling of violations.
The Ministry of Science and Technology strengthens inspection and handling of administrative violations of advertising and selling e-cigarettes and heated tobacco products in the form of e-commerce.
