Attending the training session, on behalf of Quang Ngai Maritime Port Authority, there were Mr. Nguyen Van Minh - Deputy Director of the Port Authority; Mr. Truong Quang Trung - Head of the Port Authority Safety Department. On behalf of BSR, there were Mr. Mai Tuan Dat - Deputy General Director; Mr. Cao Tuan Si - Director of Dung Quat Oil Refinery; together with representatives of the Environmental Safety Department, the Port Management Board and the supporting unit Quang Ngai Petroleum Services Joint Stock Company (PTSC Quang Ngai).

The fire fighting and oil spill response drill program at Dung Quat Oil Refinery Product Export Port was organized to comply with legal requirements. At the same time, it improved the capacity and skills of coordinating emergency response.

Thereby, BSR checks the readiness of resources and response plans to ensure the goal of effectively controlling incidents of ship drifting, oil spills, and fires at the product export port area.

The BSR exercise location was held at berths 1 and 2 of Dung Quat Oil Refinery Product Export Port. The practice situation at the grassroots level was assumed to be a strange barge/ship discovered about 1km from the product export port area and drifting towards the product export port of Dung Quat Oil Refinery.
At this time, Terminal 2 was exporting DO oil products to a 30,000-ton oil tanker. Due to the uncoordinated opening and closing of valves by the crew on the ship, the pipe flanges on the ship cracked and DO oil sprayed onto the deck and spilled into the sea with an estimated volume of about 3 tons. During the response on the deck, due to static electricity, a small fire broke out at the bow of the ship (area 5m2).

With the above practice situation, BSR has proposed response methods such as blocking and towing the barge/ship to a safe location. Isolate, close valves, stop emergency cargo pumping at the product export port and activate the fire prevention and fighting system at the port and ships. Activate the foam spray system when there is a fire or high risk of fire.
In addition, the response forces will also tow the tanker away from the fuel loading dock if safety conditions are met and there is no high risk of fire spreading to the loading dock. In addition, deploy oil containment equipment to prevent oil from spreading and collect the oil with oil containment buoys.

At the end of the internship, BSR's professional departments held a meeting to summarize and draw lessons. Mr. Nguyen Van Minh - Deputy Director of Quang Ngai Maritime Port Authority acknowledged and highly appreciated the internship preparation work.
Mr. Minh assessed that the practice organized by BSR's professional departments was successful, ensuring the requirements of seaport safety. In addition to the achieved work, the Deputy Director of Quang Ngai Maritime Port Authority also requested that BSR's professional departments pay attention to issues such as information work between teams and "acting for real, doing for real" to ensure that they are not surprised in real situations.
Mr. Mai Tuan Dat - Deputy General Director of BSR also highly appreciated the practice work and coordination between the incident response practice teams. Mr. Dat acknowledged that the practice work ensured safety and met requirements.
In addition, the Deputy General Director of BSR also emphasized the importance of incident response work at the port, thereby requiring incident response teams to ensure information work and scope of operations to continue to ensure safety, prevent and respond to possible incidents.
