The project "Research and development of specialized fuel production technology for national defense - security at Dung Quat Oil Refinery" of Vietnam Oil and Gas Group (BSR) is being considered for consideration for the 7th Ho Chi Minh Prize for science and technology.
Through actual surveys at Dung Quat Oil Refinery, the project is assessed to have many special values in terms of science and technology, economic efficiency and strategic significance in ensuring fuel sources for national defense and security.
According to Decision No. 3443/QD-BKHCN dated August 12, 2026 of the Minister of Science and Technology, the State-level Professional Council for considering the awarding of the Ho Chi Minh Prize and the State Prize for science and technology, phase 7, has been established.
On August 24, 2026, the delegation of the Ministry of Science and Technology worked at BSR with authors and officials related to the project "Research on developing specialized fuel production technology for national defense - security at Dung Quat Oil Refinery", and at the same time surveyed the actual process of deployment and application of research results.
Assessing the project, Prof. Dr. Vu Thi Thu Ha - Chairwoman of the State-level Professional Council in the field of oil and gas processing, said that the highlight is not only in the successful research and development of specialized fuel product production technology, but also in the ability to bring research results into actual production at a large-scale oil refinery.
The project has created products that meet strict technical requirements, directly serving national defense and security tasks, thereby showing the research capacity, mastery of technology and production organization of the Vietnamese technical team.
According to Prof. Dr. Vu Thi Thu Ha, the value of the project needs to be recognized in all three aspects: science - technology, economic efficiency and significance for national defense and security. In particular, in the context of the world geopolitical situation and the global supply chain having many fluctuations, proactively researching and producing specialized fuels domestically is of great significance, contributing to reducing dependence on external sources of supply and improving fuel assurance in special situations.
Over the years, BSR has cooperated with units such as the Petroleum Administration, Vietnam - Russia Tropical Center to gradually research, complete and master the technology of producing specialized national defense fuel products. This is a process that requires close coordination between scientific research, technology development and practical requirements of national defense tasks.
With the achieved results, the project has been selected by the Vietnam National Group of Industry and Energy (Petrovietnam) to participate in considering and awarding the 7th Ho Chi Minh Prize for science and technology. The fact that the State-level Professional Council organized a field survey at Dung Quat Oil Refinery is an important step in the process of considering and evaluating the project.
Notably, since being put into commercial production in the 2022-2025 period, BSR has supplied hundreds of thousands of cubic meters of Jet A-1K fuel and DO L-62 diesel oil to serve training and combat readiness at military units. The product batches are assessed to meet quality requirements, the actual use process ensures safety, and no technical incidents occur.
Not only meaningful in terms of defense and security, the project also creates clear economic efficiency. According to BSR, the total investment in research and technical improvement is only about 25.7 billion VND, while total revenue from the project's products reaches 4,058.9 billion VND. Proactive domestic production helps the Ministry of National Defense save about 15-20% of costs compared to imports, equivalent to about 610 - 810 billion VND for the national defense budget; and at the same time minimize risks related to exchange rates, transportation and insurance.
This result is even more meaningful in the context that BSR is maintaining high operating capacity to meet domestic fuel demand. In the first 7 months of 2026, thanks to actively monitoring market developments and flexibly building response scenarios, Dung Quat Refinery maintained safe, stable, and continuous operation with an average conversion capacity of up to 124%.
Thanks to that, BSR's production and business targets all exceeded the plan. Production output reached about 4.76 million tons, equal to 106% of the plan; consumption output reached about 4.74 million tons, equal to 106% of the plan; consolidated revenue is estimated at 120 trillion VND; consolidated pre-tax profit reached 18.9 trillion VND and paid to the State budget about 7.2 trillion VND.
