A journey of many efforts with outstanding results
Speaking at the opening of the Conference, Mr. Cao Van Binh, Chairman of the Management Council cum General Director of CIC, said that 2025 is the final year of the initial phase of implementing the CIC Development Project, so the conference is of great significance in summarizing and comprehensively evaluating the results of credit information activities and the implementation of the Project's objectives to 2025, with orientation to 2030.

According to Mr. Cao Van Binh, the past period took place in a context of many difficulties, especially great pressure on ensuring information safety and security. However, with the close attention and direction of the SBV's Board of Directors, the effective coordination of Departments, Agencies, units under the SBV and the companionship of credit institutions and international partners, CIC has gradually overcome challenges, successfully completed assigned tasks, and achieved many positive results.
Complete 100% of tasks according to the direction of the SBV
Mr. Cao Van Binh said that at the Conference to implement the CIC Development Project in April 2022, the Governor of the SBV assigned 6 key tasks; then, at the Conference to summarize credit information activities in 2024, Deputy Governor Pham Tien Dung continued to direct 5 important tasks. These are consistent orientations to improve operational capacity, promote innovation, improve service quality and effectively serve the management and administration of the SBV as well as the operations of credit institutions.
Closely following the direction of the SBV's Leaders, the CIC Board of Directors has united, unified, and concretized the assigned tasks. Up to now, CIC has seriously and effectively implemented and completed 100% of the tasks assigned by the Governor and Deputy Governor of the SBV in the Plan to implement Resolution 57 of the Banking sector.
Proactively adapting to new regulations
2025 is the year the Banking sector promotes the development of science and technology, innovation and digital transformation according to Resolution 57; and at the same time implements the arrangement and streamlining of the apparatus according to Resolution 18 and reorganizes local units according to a two-level model. This context both creates favorable conditions and sets many new requirements for credit information activities.
In particular, 2025 is the first year to implement a series of new regulations such as Circular 15/2023/TT-NHNN regulating credit information activities of the SBV and Decision 573/QD-NHNN on the Credit Information Indicator System, requiring higher requirements for quality, timeliness and accuracy of data.
Faced with that reality, CIC has proactively coordinated with credit institutions, reviewed and summarized difficulties and obstacles and promptly supported their removal. Thanks to this, by the end of 2025, basically all credit institutions have fully and in accordance with Circular 15 reported, and data quality has been clearly improved.
Along with that, CIC has completed 100% of the tasks in the Plan to implement Resolution 57, completed the cleaning of the national credit information database and synchronized data on the National Data Center according to Resolution No. 71/NQ-CP of the Government.
Outstanding results after nearly 4 years of implementing the Project
After nearly 4 years of implementing the Project on CIC Development to 2025, orientation to 2030 according to Decision No. 348/QD-NHNN, the basic objectives have been completed with many outstanding results. As of December 31, 2025, CIC has completed 28/32 key tasks and solutions, with no overdue tasks.
The organizational model, autonomy mechanism and legal framework for credit information activities continue to be improved, especially with the issuance of Circular 15/2023/TT-NHNN. The national credit information database has been expanded and cleaned with about 55 million data subjects, the coverage level reaching about 71%. Information technology infrastructure and digital transformation have been promoted, the Host-to-Host connection rate with credit institutions reached about 95%, the number of credit information reports provided in 2025 reached 106 million, exceeding the Project's target.
In addition, the ecosystem of credit information products and services is increasingly complete, the quality of customer support is improved, and the work of ensuring information security and safety is strengthened, contributing to serving the effective operation of the SBV, business operations of credit institutions and improving the access to credit of people and businesses.
Development orientation in the coming period
Speaking to direct at the Conference, Deputy Governor of the State Bank of Vietnam Pham Tien Dung acknowledged and highly appreciated the results CIC achieved in the 2022–2025 period. The Deputy Governor affirmed that CIC has closely followed the policies of the Party, Government and State Bank on science and technology development, innovation, digital transformation and streamlined and effective organizational structure.

According to the Deputy Governor, credit information activities have made clear progress with more than 55 million customer records, coverage over 70% of the adult population; in 2025 alone, the number of credit information products provided reached 106 million, an average growth of about 15%/year. At the same time, CIC has implemented policies to reduce fees and support credit institutions with a total preferential value of over 400 billion VND in the period 2022-2025.
In the coming time, the Deputy Governor requested CIC to focus on building an open data ecosystem, improving data quality according to Circular 15, expanding the collection of non-traditional and non-core data; accelerating technology projects, applying modern solutions in credit analysis and scoring, associated with ensuring data security and safety; and diversifying products and services and developing high-quality human resources.
At the Conference, the Governor of the SBV awarded certificates of merit to collectives and individuals of CIC and honored 24 typical credit institutions in implementing credit information activities.
