As the first segment of the North-South expressway project in the East, the Huu Nghi - Chi Lang expressway project is 60 km long, with a total investment of more than VND 11,000 billion, with a scale of 4 lanes. Stretching through 4 districts, cities and 16 communes of Lang Son province, this expressway directly connects with 3 international border gates: Huu Nghi, Coc Nam and Tan Thanh.

Another section of the Huu Nghi - Chi Lang project is the route connecting Tan Thanh border gate and Coc Nam border gate (connecting Huu Nghi - Chi Lang expressway with Dong Dang - Tra Linh expressway) 17 km long, with a scale of 2 lanes.
In order to ensure the goal of the route in 2025, the project enterprise (DNDA) has signed a commitment with contractors on weeks. Currently, the whole project mobilizes 2,042 personnel and 802 devices to synchronously deploy the items of digging roads, bridges and sewers. Up to now, the construction output has reached 1,048.52/6,580 billion VND (equivalent to 15.93% of the total contract value) and strive to reach 5.062 billion VND by the end of 2025.

Mr. Tran Van Chuan, Deputy Director of the Huu Nghi - Chi Lang Project Management Board, said that the current difficulties include site clearance (GPMB), landfill, and material sources.
Although the government of Lang Son province has handed over in a length of 55.08/59.76 km, an area of 516.94/557.82 ha (equivalent to 92.67%), the "sticky rice" situation still occurs when many segments have been handed over, the contractor cannot access due to some households who have not received money or have not been relocated. Mr. Tran Van Chuan said the progress of building resettlement and relocation of technical infrastructure works is affecting the entire land clearance process; There are still about 214/497 households have not relocated.
"Many people have agreed to move to temporary housing areas while waiting for the completion of the resettlement area to hand over the site, however, the relocation is very slow; many locations according to local reports have available land but in fact the contractor has not been able to implement the construction site yet," said Mr. Chuan.
Faced with this situation, the enterprises and contractors recommended that the authorities of Lang Son province and localities soon complete the site clearance for the main route, build resettlement areas and relocate technical infrastructure; People's Committees of districts and cities urgently review and supplement traffic land targets for the project as a basis for updating planning and land use plans.
At the same time, it is recommended that the Provincial People's Committee remove obstacles in planning and land use planning for additional site clearance locations and request the People's Committees of districts and cities to promptly organize site clearance for additional locations that the enterprises have handed over site clearance deposits.

Regarding the landing ground, according to calculations, the Friendship - Chi Lang project needs 2.6 million m³ of stone, 13.8 million m³ of embankment and must be discharged 8.4 million m³. The People's Committee of Lang Son province has approved 43 dumping yards with a reserve of 4.4 million m³, missing 4.0 million m³, DNDA and the consulting unit, the contractor are conducting a survey to propose additional waste for the project. For the approved waste yards for the project, the DNDA proposed the local priority to the land clearance of urgent, completed and soon handed over.
With high determination, investors and contractors aim to complete the asphalt concrete layer opening by the end of December 2025, open to traffic in June 2026 and complete the entire project by September 2, 2026, about 3 months ahead of schedule.
"The workload is still large, so the brothers determined to cling to the construction site, work through the ceremony. Thoroughly grasping the general spirit is to focus the maximum resources to construct to meet the project's level at the end of 2025 of the project," Mr. Tran Van Chuan shared about the construction situation on the holiday.
Previously, on April 21, Minister of Construction Tran Hong Minh led a working group to inspect the project's construction progress. Recognizing the efforts of investors and contractors, the Minister of Construction also directed the construction force to promptly complete the progress of the gasoline road items before June 30 to avoid the impact of floods.
"In September, it is necessary to basically clear technical vehicles of the highways through Chi Lang and Lang Son districts, to aim for the goal of completing the project this year," the head of the Ministry of Construction assigned tasks to contractors.
When completed in 2026, the Huu Nghi - Chi Lang Expressway will connect with the Dong Dang - Tra Linh and Bac Giang - Lang Son Expressways, creating a strategic traffic corridor connecting the Northeast region, serving the movement of goods across the Vietnam - China border, promoting border economic development.
