On January 19, according to Lao Dong, Vice Chairman of Lang Son Provincial People's Committee Luong Trong Quynh signed a decision approving the contractor selection plan for the resettlement area project serving the Huu Nghi - Chi Lang border gate expressway project under the BOT form, to be implemented in Van Lang district.
According to the issued decision, the contractor selection plan includes 21 bid packages with a total value of more than 51 billion VND. Of which, many important bid packages are implemented in the form of open bidding online to ensure transparency and publicity.
Notable packages include package 21: Construction of works with a value of 44 billion VND, implemented in the form of open domestic bidding, expected to be implemented in the first quarter of 2025 with a construction period of about 9 months.
Package No. 20: Purchase of materials and equipment for installation with a value of more than 3.1 billion VND, expected to be implemented in the second quarter of 2025.
The selection of consulting, surveying, designing, and construction supervision contractors is carried out in the form of shortened bidding to ensure progress.
Van Lang District People's Committee is assigned the responsibility of organizing the selection of contractors in accordance with current regulations, and closely coordinating with relevant departments and branches to effectively implement the project.
The Department of Planning and Investment will closely monitor the implementation process, ensuring the legality, transparency and effectiveness of the project.
Lang Son Provincial People's Committee emphasized that the implementation of bidding packages must strictly comply with legal regulations, ensure progress and quality of works, and meet the requirements for serving the development of key transport infrastructure.
The Huu Nghi - Chi Lang Expressway is over 43 km long, starting at National Highway 1 connecting the road to Huu Nghi border gate, in Dong Dang town, Cao Loc district, Lang Son province. The end point connects the Bac Giang - Chi Lang Expressway, in Mai Sao commune, Chi Lang district, Lang Son province.
The expressway is invested with 4 lanes, 17 m roadbed in phase 1. In the completed phase, the project will be upgraded to 6 lanes, 32 m wide.
The project also invests in two connecting sections of Tan Thanh border gate and Coc Nam border gate, 17 km long. The two connecting sections will have 2 lanes, 14.5 m wide in the first phase, then be upgraded to 4 lanes, 22 m wide when completed.
The total investment of the project is 11,024 billion VND, of which the state budget capital is more than 5,490 billion VND, and the investor mobilized capital is 5,520 billion VND. The state capital is used to build the project's infrastructure and pay for site clearance and resettlement support.
