Activating the potential of the land "forgotten" next to the historic river
The project is proposed in the context that Hanoi is implementing the Red River Urban Zoning Plan - the section from Hong Ha bridge to Me So bridge, stretching nearly 40km, passing through 13 districts and 55 wards and communes.
This is an area of special geographical, cultural and potential value for urban landscape development, but has long been like a "forgotten land" due to the lack of synchronous infrastructure, degraded landscape and unaperfected public space along the river.
Based on field surveys and analysis of the transportation, terrain and ecological systems, the Van Phu - Deo Ca consortium proposed to form a " strategic backbone" that not only helps connect transport infrastructure, but also plays a role in connecting urban flows, breathing new life into the entire riverside area.

The Boulevard is not only a traffic route connecting Hanoi with Hung Yen and Phu Tho, but also a vibrant cultural ecological corridor, organized with a system of terraced parks, walking paths, riverside squares, service - tourism complexes and community spaces. More importantly, this will be a place where people can approach the river closely, safely and inspiringly as an indispensable part of their daily lives.
International learning creates the largest public space in the capital
Before completing the proposal, the joint venture organized a field survey trip in Chongqing (China) - a place with experience in developing a large-scale Truong Giang riverside route. From lessons on organizing multi-layered space, integrating parks - traffic - water surfaces and community culture, Van Phu - Deo Ca hopes to flexibly apply them to Hanoi's reality.

The project aims to form the largest public space in the capital - an extended, multi-layered landscape, integrating transportation, trees, regulated water surface and symbolic works inspired by the Thang Long - Red River culture. It is expected that the festival will combine many types of transportation (mechanical vehicles, trains, inland waterway wharves), underground parking lots, energy-saving works and urban ecosystems adapting to climate change.
This is not only a transportation project, but an urban "experience axis" - where residents can stroll along the river, cycle, organize festivals, or simply enjoy nature in the heart of the city. And for the first time, the Red River will be brought back to urban life in a modern way that is still rich in emotions.
