According to Mr. Lam Viet Thao, Deputy Head of the Urban Infrastructure Economic Department of Tan Binh District, after days of trial operation, all activities have gone smoothly and received positive feedback from officials and civil servants. In particular, in Tan Son Nhat ward (Tan Binh district), cadres have shown high determination in accessing and mastering new software.
"The training sessions and instructions for the agency's use have been effectively implemented, helping staff quickly adapt to the digital work process and perform operations thoroughly, ensuring that the processing of documents for people is quick and in accordance with regulations" - Mr. Thao said.
Ms. Phan Thanh Giang - an officer and civil servant of the People's Committee of Ward 4, Tan Binh District - also shared about the readiness of the staff: "All officers and civil servants of the ward have been thoroughly trained on operations on the one-stop administrative procedure handling system and document management. Although there may be some difficulties in the new operation process, we completely agree and support this new mechanism".
Completing facilities and processes
To ensure smooth operation, Tan Son Nhat ward is urgently upgrading, renovating and completing the working space scientifically, the reception areas and the Public Administration Service Center have also been clearly planned.
Key tasks include: Checking and reviewing the system to thoroughly overcome arising errors; in-depth training for staff, especially in real-life situations; perfecting internal processes to ensure smooth coordination between departments; enhancing communication so that people have a good grasp of new administrative services.
The trial operation will be carried out according to a simulation scenario as in the upcoming reality. In particular, the settlement of current administrative procedures for people is still taking place in parallel, without affecting daily activities.
Personnel proactively catch up
Similarly, in District 10, Hoa Hung Ward, which was merged from three old wards, is also actively piloting the 2-level government model. Ms. Le Thi Ngoc Hien - Secretary of the Party Committee of Ward 14 (expected Chairman of the People's Committee of Hoa Hung Ward) - said that in recent days, the trial operation has been going very smoothly and the cadres have kept up with the work.
The new Hoa Hung ward will have more than 96,000 people and will take advantage of the headquarters of the old Ward 15 as the Public Administration Service Center. Ms. Hien admitted: "With a spirit of readiness, we have reviewed facilities, arranged job positions to receive people and best serve people".
Ms. Le Thuy Loc (a resident of Ward 4, Tan Binh District) expressed her agreement with the streamlining of the apparatus and operating model of the two-level government. According to Ms. Loc, although it had to be done in parallel, the staff still tried to handle the documents very quickly and enthusiastically helped.
"With the merger of three wards into one, the volume of administrative work will certainly be greater. This requires cadres and civil servants to be thoroughly trained to improve their capacity, ensure quick and effective work resolution and make people satisfied. I believe that the cadres here will do their job well" - Ms. Loc shared.
Mr. Tran Van Luc (Tan Binh District) also said: "In the past few days, I have needed to go to the ward to resolve administrative procedures. It is actually a bit surprising because although it is in the experimental phase of the two-level government model, everything is still maintained very professionally. This helps us, those who have a need, not to be affected or have to wait".
