According to the Provincial Human Resource Development Plan for Quảng Ninh until 2025, with a vision until 2030, which has just been approved, Quảng Ninh will develop a workforce that meets the quantity, structure, quality, and ensures the demand for socio-economic development in the context of international economic integration; striving to become a strong magnet for high-quality human resources from within the country and internationally by 2025, meeting the quantity and quality requirements to serve the development of the province's socio-economic targets.
Specifically, by the end of 2025, the total labor force is 798,280 people. The percentage of laborers who have undergone training is 87.5%, of which the percentage of laborers who have completed a degree or certificate is over 52%. The number of laborers who need to be trained annually to obtain a certificate is 25,500 people. The percentage of civil servants, public employees, and officials who have achieved a postgraduate degree is 16.4%.
To contribute to the above human resources and improve the quality of human resources, Quảng Ninh will train and develop civil servants, public employees, and officials within the country for 62,900 people, equivalent to approximately 1,005 classes in the following fields: State management, politics, foreign languages, computer science. Training and development at the provincial level through the invitation of foreign experts and lecturers to teach for 750 people, who are civil servants, public employees, and officials. In which, the 2021-2023 period has implemented approximately 603 classes; the 2024-2025 period will implement 402 classes.
Training and developing civil servants, public employees, and officials abroad for 1,100 people, equivalent to approximately 55 classes; the 2021-2023 period has implemented 28 classes; the 2024-2025 period will implement 27 classes.
Training and developing human resources in key economic sectors, including: 5,000 laborers in the agricultural sector; 10,000 laborers in the industry and commerce sector; 5,000 laborers in the construction sector; 5,800 human resources in the transportation and warehousing sector (focusing on human resources in the field of maritime port economy); 7,500 human resources in the tourism sector; 5,000 human resources in the information technology and telecommunications sector; 4,000 human resources in the science and technology sector; 4,000 human resources in the education and training sector. The 2021-2023 period has implemented training for approximately 18,520 human resources; the 2024-2025 period will train approximately 27,780 human resources.
The target by the end of 2030 is that the scale of human resources in Quảng Ninh will reach approximately 874,250 people. The percentage of laborers who have undergone training will reach approximately 92.5%.
Continuing to train and develop human resources in key economic sectors, including: 10,000 laborers in the agricultural sector; 20,000 laborers in the industry and commerce sector; 10,000 laborers in the construction sector; 11,600 human resources in the transportation and warehousing sector (focusing on human resources in the field of maritime port economy); 37,500 human resources in the tourism sector; 10,000 human resources in the information technology and telecommunications sector; 8,000 human resources in the science and technology sector; 8,000 human resources in the education and training sector.
In addition to training and developing in place, Quảng Ninh will continue to establish a number of mechanisms and policies to attract human resources from outside.
