The commune-level Military Command has new points in organization according to Resolution 66.12/2026/NQ-CP.

According to Article 5 of Resolution 66.12/2026/NQ-CP (effective from January 26, 2026) stipulates:

Article 5. Organization of the Commune-level Military Command

1. The commune-level Military Command includes the Commander, Political Commissar concurrently appointed by the Secretary of the Party Committee at the commune level, Deputy Commander, Deputy Political Commissar, assistants and technical staff.

2. The Minister of National Defense decides on the organization, staffing, tasks and titles of the commune-level Military Command, ensuring no increase in total staffing according to the decision of the competent authority.

Thus, from January 26, 2026, the commune-level Military Command includes: Commander, Political Commissar concurrently appointed by the Secretary of the commune-level Party Committee, Deputy Commander, Deputy Political Commissar, assistants and technical staff.

Meanwhile, Clause 1, Article 20 of the 2019 Law on Militia and Self-Defense Forces amended by Clause 9, Article 10 of the Law amending 11 Laws on Military and National Defense 2025 (effective from July 1, 2025) stipulates as follows:

1. The commune-level military command is the standing agency for national defense work at the commune level. The composition of the commune-level military command includes:

a) Commanders who are civil servants, members of the People's Committee at the commune level, reserve officers; in emergency situations of national defense, war situations, they are called to serve in active duty according to the provisions of the Law on Officers of the Vietnam People's Army and continue to hold the position of Commander of the Military Command at the commune level;

b) Political commissar is held by the Secretary of the commune-level Party Committee;

c) Deputy Political Commissar undertaken by the Secretary of the Ho Chi Minh Communist Youth Union at the commune level;

d) Deputy Commander and Assistant are civil servants.
