Hanoi - Quang Ninh high-speed railway starts construction in March

Quang Ninh - On January 29, the Standing Committee of the Provincial Party Committee listened to and gave opinions on the investment policy and commencement plan of the Hanoi - Quang Ninh high-speed railway project.

Mr. Quan Minh Cuong - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Delegation of National Assembly Deputies of Quang Ninh province - chaired the meeting.

The Hanoi - Quang Ninh high-speed railway project has an investment scale including a double-track line with a gauge of 1,435mm, electrified.

The total length is about 120km, the maximum design speed is 350km/h. The project has its starting point at Co Loa station (Hanoi), and its ending point at Tuan Chau Public Park area, Tuan Chau ward.

The project is invested in the public-private partnership (PPP) method. The project is expected to be completed and put into operation in 2028.

Directing this content, Mr. Quan Minh Cuong - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Delegation of National Assembly Deputies of Quang Ninh province - emphasized that this is a particularly important traffic project not only for Quang Ninh but for the whole region.

After completion, the project will form a modern railway transport corridor between Hanoi - Hai Phong - Quang Ninh; and synchronously connect with the entire high-speed railway system oriented for construction in the Northern region and the whole country. From there, creating long-term development momentum for the entire region.

To accelerate the project implementation progress, the Provincial Party Committee and People's Committee are assigned to quickly complete investment procedures in accordance with the law, ensuring that the project can be started in early March 2026.

Previously, in July 2025, Vingroup Group proposed to invest in the construction of the Hanoi - Quang Ninh railway line, design speed of 350 km/h, passenger train operation, track gauge of 1,435 mm.

Regarding the route direction, the enterprise proposed from Co Loa station to follow the connecting road to Gia Binh airport, through Hai Phong to Yen Tu, Quang Ninh province. After that, the railway line continues to the forest park area, Tuan Chau ward, Quang Ninh province and connects with the Hai Phong - Ha Long - Mong Cai railway line. The investment level of the project is about 5.4 billion USD.

To exploit the Hanoi - Ha Long - Mong Cai high-speed railway system more effectively, Quang Ninh province is researching the development of an infrastructure system connected to the above railway line.

The orientation is to develop an infrastructure system connecting the Hanoi - Ha Long - Mong Cai railway line with Van Don Special Zone, Con Ong - Hon Net Port (old Cam Pha City), Yen Tu area, Tuan Chau.
