Article 5 of the Consolidated Document of Circular 08/VBHN-BNV dated October 27, 2022 of the Ministry of Home Affairs guiding the organization and operation of villages and residential groups, regulating the operation content of villages and residential groups as follows:

1. The residential community in the village and residential group discusses and decides on the policy and contribution level for the construction of infrastructure and public welfare works within the commune, village and residential group levels, with the people contributing all or part of the funds, and self-management work within the residential community in accordance with the provisions of law.

2. The community participates in discussing and voting for competent authorities to decide; provides opinions before competent authorities decide on the work of villages, residential groups and communes according to the provisions of the Ordinance on Implementing Democracy in Communes, Wards and Towns.

3. Develop and implement village and residential group conventions and regulations; participate in self-management in maintaining security, order, social safety and environmental sanitation; preserve and promote good local cultural traditions, and prevent and combat social evils.

4. Implement the Party's guidelines and policies, the State's policies and laws; participate in and respond to movements and campaigns launched by the Party, the State, the Fatherland Front and socio-political organizations.

5. Elect, dismiss, remove Village Chief, Head of Residential Group.

Thus, the village community discussed and decided the above matters.
