The Ring Road 4 of Hanoi Capital Region is implemented in 7 component projects, of which component project 3 is the "backbone" including a highway nearly 113km long (the section through Hanoi is 57km long, Hung Yen 19km, Bac Ninh 27km and the connecting route towards Noi Bai - Ha Long Expressway is about 9.7km).
Of which, the low-lying section is about 32km long, the elevated section is more than 80km long. The road has 6 lanes, a parallel road system on both sides, a green corridor, technical infrastructure works and land reserved for the belt railway. The designed speed of the route is 100km/h.
The project will invest in the construction of 8 complete interconnecting intersections. Of which, 5 are in Hanoi; 2 are in Hung Yen province; 1 is in Bac Ninh province. At the same time, the project invests in building 7 up and down branches connecting to the parallel roads on both sides.
In mid-June 2025, the Hanoi People's Committee approved the results of the selection of investors to implement component project 3 - Investment in the construction of expressways under the form of public-private partnership, under the investment project to build the Ring Road 4 in the Hanoi Capital Region.
Accordingly, the winning investor was the joint venture City Land - Sunflower - VEC- Horizon (City Real Estate Investment Company Limited - Saigon Duong Hoa Duong Company Limited - Vietnam Expressway Development Investment Corporation - Horizon Investment Joint Stock Company Limited). type of Construction - Business - Transfer (BOT).
The total investment and capital structure of the project will be accurately determined after negotiation and completion of the project contract between the contract signing agency and the investor.
The investment project implementation period is expected to be basically completed in 2026 and put into operation in 2027. Adjusted when the competent authority considers and approves. The time to collect the refund fee (according to the investor's proposal) is 21.36 years.
The Hanoi People's Committee assigned the City Traffic Construction Investment Project Management Board to publicize the results of selecting investors to implement the project; negotiate and complete the contract; sign the contract and publicize information on the PPP project to ensure progress, comply with the provisions of the Law on Investment under the public-private partnership method.
The Hanoi People's Committee proposes that the consortium of contractors be responsible before the law, before competent authorities for the information, accuracy, honesty, and completeness of documents, financial reports, capacity, and experience of each consortium member and related organizations and individuals in the bidding documents according to regulations and requirements of the approved bidding documents for investor selection.
According to information from the Ministry of Construction, localities as the governing bodies are continuing to implement procedures to start construction of 3 expressway projects, including component project 3 of Ring Road 4 of Hanoi Capital Region on the occasion of August 19, 2025.
