Lawyer Nguyen Anh Thom - Hanoi Bar Association said that according to the orientation of salary policy reform in Resolution 27-NQ/TW in 2018 and Conclusion 83-KL/TW in 2024, the salary reform roadmap in the public sector will gradually change the basic salary calculation mechanism.
From 2026 onwards, the construction of a new salary table will move towards eliminating the concept of basic salary, replacing it with a basic salary level determined by a specific amount in the salary table.
This is associated with the system of Job Position Lists in the entire political system, chaired by the Central Economic Committee in coordination with the Party Committee of the Ministry of Home Affairs and ministries and branches to study and submit to the Central Committee for consideration.
Regarding the goals, Resolution 27 sets out the roadmap as follows:
From 2021: the lowest salary of cadres, civil servants, and public employees (CBCCVC) is equal to the lowest salary of the average of the regions of the enterprise sector.
By 2025: the lowest salary of civil servants and public employees must be higher than the lowest salary of the average of the enterprise in each region.
By 2030: the lowest salary of civil servants and public employees is equal to or higher than the lowest salary of the highest region in the enterprise sector.
Thus, the removal of the basic salary not only changes the salary calculation method, but also aims to gradually increase the income of the team of cadres, civil servants, and public employees, ensuring a reasonable correlation with the business sector and in line with the ability to balance the state budget.
