Clause 2, Article 4 of Decree 40/2024/ND-CP stipulates the planning of equipment and procurement of means and equipment for forces participating in protecting security and order at the grassroots level as follows:

a) In case the Ministry of Public Security provides means and equipment for the forces participating in protecting security and order at the grassroots level, guaranteed by the central budget according to the provisions of Clause 1, Article 25 of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level: Every year, the Commune-level Police synthesize the need for means and equipment needed to equip the forces participating in protecting security and order at the grassroots level and send it to the District-level Police to report to the Provincial-level Police to synthesize, make a budget estimate and report to the Ministry of Public Security for consideration and decision on purchasing and equipping in accordance with the state budget capacity allocated to the Ministry of Public Security;

b) In case the local budget supports the cost of purchasing means and equipment for the forces participating in protecting security and order at the grassroots level according to the provisions of Point a, Clause 1, Article 26 of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level: Based on the list of means and equipment prescribed in Clause 1 of this Article, the Commune-level Police shall synthesize the need for means and equipment to be equipped, send it to the People's Committee at the same level to report to the District-level People's Committee to synthesize and report to the Provincial-level People's Committee to have a plan to support the purchase and equipping of means and equipment for the forces participating in protecting security and order at the grassroots level according to regulations, in accordance with the local budget capacity.

Thus, the planning and procurement of equipment and vehicles for security and order protection forces at the grassroots level is regulated as above.
