Office of Legal Consulting of Lao Dong Newspaper replied:

Clause 6, Article 3 of Circular 14/2024/TT-BCA of the Ministry of Public Security stipulates the implementation procedures at the meeting to recruit forces to participate in protecting security and order at the grassroots level as follows:

a) The Chairman of the Selection Council or the Vice Chairman of the Selection Council authorized to chair the meeting shall declare the reason, state the purpose, requirements, and content of the meeting and announce: List and resume of citizens applying for the recruitment; standards and conditions for participating in the force participating in protecting security and order at the grassroots level according to regulations; list of members of the Selection Council; recruitment form; meeting secretary and other relevant contents;

b) In case of admission by public show of hands voting, the meeting secretary counts the number of members of the Admission Council present at the meeting to vote and prepares a record of admission results with confirmation from the Chairman of the Admission Council or the Vice Chairman of the Admission Council authorized to conduct the meeting, the meeting secretary and publicly announces it at the meeting (Form No. 04 Appendix attached to this Circular).

In case of recruitment by secret ballot, the ballot shall be stamped by the People's Committee at the commune level (Form No. 02, Appendix to this Circular). The recruitment council shall introduce a Ballot Counting Team consisting of a Team Leader, Deputy Team Leader, Members, and Secretary of the Ballot Counting Team. The Ballot Counting Team shall count the votes immediately after the end of the voting and shall make a record of the recruitment results certified by the Team Leader and Secretary of the Ballot Counting Team and shall publicly announce it at the meeting (Form No. 03, Appendix to this Circular).

Thus, the implementation order at the meeting to recruit forces to participate in protecting security and order at the grassroots level is as above.
