Not revoking the Miss title may be fined up to 40 million VND

Clause 3, Article 18 of Decree No. 87/2026/ND-CP stipulating penalties for administrative violations in the field of culture and advertising (effective from May 15, 2026) stipulates as follows: A fine of 15 million VND to 20 million VND shall be imposed for one of the following acts:

a) Not to revoke the title awarded to individuals who won prizes in beauty and model contests when there is a written request from a competent state agency;

b) Not publicly announcing in the mass media the revocation of titles and awards of beauty and model contests as prescribed;

c) Using titles and awards of beauty and model contests after being revoked or having a decision to cancel the results of contests and festivals;

d) Using the title of an individual achieved at a beauty or model contest abroad that has not been certified by a competent state agency.

Clause 9, Article 18 of Decree No. 87/2026/ND-CP stipulates remedial measures as follows:

a) Forcing the revocation of titles and awards for acts specified in point a, clause 3 of this Article;

b) Force public announcement in the mass media of the revocation of titles and awards for acts specified in point b, clause 3 of this Article;

c) Forced to apologize in writing to organizations and individuals for the acts specified in point c, clause 3 of this Article;

d) Forcing the return of illegal profits obtained from the acts specified in points c and d, clause 3, clauses 5, 6 and 7 of this Article.

Clause 2, 3, Article 6 of Decree No. 87/2026/ND-CP stipulates:

2. The penalty level specified in Chapter II and Chapter III of this Decree is the penalty level applied to individuals, except for cases specified in Clauses 2, 5, 6 and 7 of Article 15; Clauses 4, 5, 6 and 7 of Article 16; Clauses 1, 2, 3, 4 and point b of Clause 5 of Article 33; Clauses 1, 2, 3, 4 and point b of Clause 5 of Article 34; Clauses 1, 2, 3, 4 and point a of Clause 5 of Article 35; Articles 57, 58 and 59 of this Decree is the penalty level applied to organizations.

3. For the same administrative violation, the fine for organizations is 02 times the fine for individuals.

Thus, from May 15, 2026, if the beauty pageant organizing agency does not revoke the beauty title awarded to the winning individual when there is a written request from a competent state agency, it may be fined from 30 million VND to 40 million VND and forced to revoke the title according to the above regulations.
