Article 12 of the Law on Drug Prevention and Control (effective from July 1, 2026) stipulates legal activities related to drugs as follows:
1. Legal activities related to drugs are activities permitted by competent state management agencies, including:
a) Research, appraisal, testing, inspection, production of narcotics (excluding planting trees containing narcotics), precursors, addictive drugs, psychotropic drugs, precursor drugs, drug ingredients that are addictive drugs, psychotropic drugs, drug-using precursors and veterinary drugs containing narcotics, precursors;
b) Transporting, preserving, storing, buying, selling, distributing, using, processing, exchanging drugs, precursors, addictive drugs, psychotropic drugs, precursor drugs, drug ingredients that are addictive drugs, psychotropic drugs, precursors used as drugs and veterinary drugs containing drugs, precursors;
c) Importing, exporting, temporarily importing, re-exporting, temporarily exporting, re-importing, transiting drugs, precursors, addictive drugs, psychotropic drugs, precursor drugs, drug ingredients that are addictive drugs, psychotropic drugs, precursors used as drugs and veterinary drugs containing drugs and precursors.
2. Legal activities related to drugs specified in Clause 1 of this Article are strictly controlled according to the provisions of this Law and other relevant legal regulations.
Thus, from July 1, 2026, the above-mentioned drug-related activities are considered legal.
