Lao Dong Newspaper Legal Consulting Office replied:
Clause 1, Article 14, Decree 168/2024/ND-CP (effective from January 1, 2025) stipulates penalties and deduction of driving license points for drivers of motorbikes, mopeds, and similar vehicles to motorbikes and similar vehicles to mopeds who violate regulations on vehicle conditions when participating in traffic. It stipulates a fine of VND 400,000 to VND 600,000 for one of the following violations:
a) Driving a vehicle without a horn; license plate light; brake light; or without a rearview mirror on the driver's left side or without a functional one;
b) Driving a vehicle without signal lights or with lights that do not work;
c) Driving a vehicle without low or high beam lights, or with lights that are ineffective or do not meet design standards;
d) Driving a vehicle without a braking system or one that is ineffective and does not meet technical standards;
d) Drive the vehicle with the lights facing towards the rear of the vehicle.
Thus, driving a motorbike without a left rearview mirror or having one that is not functional can be fined from 400,000 VND to 600,000 VND according to the above regulations.
