Multi-level marketing sellers must check legal knowledge

Clauses 3, 4 and 5, Article 39 of Decree No. 137/2026/ND-CP on management of multi-level marketing business activities (effective from July 1, 2026) stipulate the order and procedures for checking legal knowledge about multi-level marketing, knowledge for local focal points as follows:

3. The test of legal knowledge on multi-level marketing, knowledge for local focal points is conducted in the form of essay or multiple-choice in a minimum of 60 minutes.

4. The test score is graded on a 100-point scale, with specific requirements as follows:

a) For the test of legal knowledge on multi-level marketing, a test below 80 points for the multiple-choice form or below 65 points for the essay form is not required;

b) For knowledge tests for local focal points, tests below 70 points for multiple-choice forms or below 50 points for essay forms are not required.

5. Within 15 working days from the date of conducting the inspection of legal knowledge on multi-level marketing, knowledge for local focal points, the Provincial People's Committee shall announce the results of the inspection of legal knowledge on multi-level marketing, knowledge for local focal points.

Thus, from July 1, 2026, multi-level sellers with test results of legal knowledge about multi-level marketing from 80 points for the multiple-choice form or from 65 points for the essay form will be considered to meet the requirements.
